Job summary

The City of Greer currently seeks a Planner I in the Planning and Development Department to perform professional planning functions. The role focuses on reviewing development permits, preparing materials for boards, and enforcing development regulations, while contributing to long-range planning initiatives.

Under the Planning Manager, you will balance day-to-day plan review with community growth projects, ensuring high-quality service to internal teams and external stakeholders.

Qualifications

  • Bachelor's degree in planning, architecture, geography, civil engineering, urban design, urban studies, or a closely related field.
  • Zero (0) to two (2) years of professional planning experience or any equivalent combination of education, training, and experience.
  • Must possess and maintain a valid state driver’s license with an acceptable driving history.

Responsibilities

  • Assists members of the public, contractors, engineers, applicants, developers, board members, etc. with general planning inquiries.
  • Reviews permits and projects for compliance with development regulations.
  • Processes applications for annexations and rezonings and assists with making staff recommendations to boards and commissions.
  • Prepares technical staff reports and presents to City Council, Planning Commission, Board of Zoning Appeals, and Board of Architectural Review.
  • Interprets and enforces the Unified Development Ordinance (UDO) and assists with text amendments.
  • Supports Community Compliance in identification of UDO violations and assists with plans of action for correction.
  • Performs administrative duties such as preparing agendas and taking minutes.
  • Participates in and/or leads pre-application conferences and developer meetings.
  • Assists with neighborhood initiatives and stakeholder meetings.
  • Supports long-range planning and adoption of UDO amendments, design guidelines, and development standards.

Description

The City of Greer is currently accepting applications for a Planner I in our Planning and Development Department.

POSITION SUMMARY

Under the general direction of the Planning Manager, the Planner I performs professional planning functions essential to the city's development review and regulatory operations. Primary responsibilities include reviewing development permits and projects, preparing materials for and presenting to planning-related Boards and Commissions, and interpreting and enforcing the city's development regulations. This position emphasizes quality service delivery to both internal departments and external stakeholders, balancing day-to-day plan review and compliance work with meaningful contributions to long-range planning initiatives that guide community growth and development patterns.

SPECIFIC DUTIES AND RESPONSIBILITIES:
Development Review
  • Assists members of the public, contractors, engineers, applicants, developers, board members, etc. with general planning inquiries.
  • Reviews permits and projects for compliance with development regulations. This will include, but is not limited to, residential and commercial plan review and building permits, site development plans, preliminary and final subdivision plats, variances, and special exceptions.
  • Processes applications for annexations and rezonings and assists with making an official staff recommendation pertaining to each case to applicable boards and commissions.
  • Prepares technical staff reports and other meeting materials for and presents to City Council, Planning Commission, Board of Zoning Appeals, and Board of Architectural Review. Attends board and community meetings that extend beyond the normal work schedule.
  • Revies projects with particular attention to land use compatibility, infrastructure capacity (including utilities, stormwater management, and transportation systems), cultural and social impact, and compatibility with surrounding properties.
  • Interprets and enforces the Unified Development Ordinance (UDO); assists with preparing text amendments when applicable.
  • Supports Community Compliance in the identification of UDO violations and assists with plans of action for correction
  • Performs various administrative duties, such as completing project intake, maintaining files and logs, preparing agendas for and taking minutes at various meetings.
  • Conducts technical research and compiles data on planning issues.
  • Conducts completeness reviews and communicates with applicants/engineers
  • Participates in and/or leads pre-application conferences and developer meetings
  • Assists members of the public, contractors, engineers, applicants, developers, board members, etc. with general planning inquiries.
Community Engagement & Analysis
  • Participate in public meetings, hearings, and community outreach events
  • Assist in preparation of planning materials, presentations, and fact sheets for public consumption
  • Assist with neighborhood initiatives and stakeholder meetings
Long-Range Planning
  • Supports comprehensive plan updates, small area plans, and targeted area studies
  • Assists with adoption of UDO amendments, design guidelines, and development standards
  • Research best practices and case studies and benchmarks against comparable communities
Additional Duties
  • Performs general administrative/office duties as required, including typing reports and correspondence, entering and retrieving computer data, copying and filing documents, sending and receiving faxes, answering the telephone, etc.
  • Continually stays up to date on all policy, procedure, and/or process changes.
  • Completes all work accurately, safely, and efficiently.
  • Keeps work area clean and safe.
  • May assist with GIS functions that include data entry and creation of maps.
  • Maintains any assigned equipment in safe and good operating condition.
  • Reports to Supervisor any suggested improvements or areas of concern.
  • Ensures professionalism and exceptional customer service during all interactions while performing job representing the City of Greer.
  • Exhibits strong ethical standards; ability to create trust and integrity with co-workers, customers, and community.
  • Adheres to Employee Handbook and other relevant policies and procedures.
  • Maintains regular and sustained attendance.
  • Performs other appropriate duties as assigned.

Hours: Monday - Friday, 8:00 am - 5:00 pm. Additional hours as needed.

Salary: Minimum $33.81 hourly; dependent on experience.

Education, Skills and Experience Required:
