Description

This primary purpose of the Placement & Facilitation Supervisor is to coordinate and facilitate family team meetings between family members, agency personnel, and community providers. Additionally, this role is responsible for pre-adoptive staffings, matching, & disclosures, and providing support and services to children and their potential adoptive families. This supervisor oversees placement searches and coordination with agency foster homes/networks, group homes, and residential centers for the care of children in agency custody. This position oversees licensing & recruitment of agency foster homes as well as oversight of foster-adopt home assessments. The Placement & Facilitation supervisor is responsible for managing a team of caseworkers, assuring mandates are met as outlined in code through the State of Ohio, and will serve as a member of the on-call team (e.g. on weekends, holidays, and after business hours).

Duties

40% Provides supervision and oversight for permanency/assessor staff in the areas of family team meetings, kinship/foster care licensing, and placement identification. Provides consultation, training, coordination, and development of staff assigned for kinship and foster care licensing.

20% Engages in policy and procedure development and review, particularly as it relates permanency issues, assists in development of agency programs as it relates to team meetings, development and support of kinship services and identification of least restrictive placement options. Compiles statistics to evaluate team meeting effectiveness; assures program implementation complies with applicable federal, state, and local laws and regulations; prepares new and continuation grants; prepares program reports for Child & Youth Permanency Manager. Maintains contact and collaboration with other agencies/providers. Promote and ensure active, effective communication with agencies and service providers that interface with agency staff, foster parents, and clients.

10% Serves as facilitator and mediator for team meetings for open cases with Protective Services. Seeks and maintains Ohio Assessor qualifications and assists with foster-adopt home assessments, kinship assessments, and assessments for the Kinship Guardianship Assistance Program (KGAP) on an as needed basis.

10% Plan, implement & evaluate foster parent recruitment activities (e.g., identify needs, respond to and/or investigate inquiries, conduct trainings/presentations). Increase public awareness (e.g., develop and evaluate recruitment materials, advertisements, fliers, inquiry packets and public presentations). Assists with the planning & implementation of foster parent orientation and on-going training; develop facilitate group orientation classes; coordinate annual foster parent training; develop and implement individualized training for foster parents. Represent agency in public, private and/or community meetings and/or may provide information.

10% Provides supervisory coverage and assume temporary responsibility of other supervisors and/or other administrators during periods of absence or unavailability, serves as a liaison between management and staff; plans, directs and participates in staff meetings, staff trainings and staff development.

10% Assists with the supervision of overflow case assignments by assessing the validity of complaints accepted according to the Ohio Department of Children and Youth (ODCY) rules and agency policy, gathering evidence, and working with community partners and/or collateral sources. Participates in weekend and after hours on call coverage on a rotating basis and provides after hours consultations on open cases. Performs all other duties as assigned.

Qualifications
  • Two years' experience as a Social Services Worker 2, 30132.
  • Or completion of undergraduate major core coursework or two years technical training in behavioral science, social science, early childhood development technology, education or related field, and requires two years' experience in a position similar to a Social Services Worker 2, 30132.
  • Or two courses in adult psychology one of which must be in the area of gerontology or twelve months experience, two courses or twelve months experience in child psychology, two courses in social welfare or other sociology related topic or twelve months experience, two course or twelve months experience in counseling, one course or six months experience in interviewing techniques, one course or six months experience in domestic violence, and one course or six months experience in courtroom procedures. Also requires two years' experience in a position similar to a Social Services Worker 2, 30132.
  • Or education, training and/or experience in an amount equal to the Minimum Qualifications Stated Above.
