Qualifications

  • Knowledge of administrative enforcement, regulatory development, and litigation.
  • Experience preparing memoranda and opinions; ability to explain legal positions to customers.
  • Experience with compliance and regulatory issues in transportation law.

Responsibilities

  • Provide legal support on pipeline safety laws and hazardous materials safety requirements.
  • Develop and support rulemaking documents, guidance, and regulatory analyses.
  • Represent PHMSA in litigation and coordinate with DOT and other agencies.
  • Advise on contracts, grants, FOIA/Privacy Act matters, and ethics issues.
