Job summary

Producers Midstream in Hobbs, NM is seeking a Pipeline Compliance Specialist to implement DOT and related regulatory programs ensuring CFR 191/192/195 compliance for gas and liquid pipelines.

You will perform safety inspections, coordinate PSV testing, assist audits, and prepare compliance reports while maintaining relationships across operations and management in a 24/7 environment.

Qualifications

  • Knowledge of federal, state, and local regulations including OSHA, EPA, PHMSA, PSM, and DOT.
  • Familiar with API and ASME standards.
  • Excellent organizational skills and attention to detail.
  • Excellent written and verbal communication skills.
  • Proficient in Microsoft Office Suite.

Responsibilities

  • Perform field pipeline safety compliance inspections under CFR 191, 192, 195.
  • Liaise for safety events, attend pipeline safety days and trade shows.
  • Coordinate PSV testing and record results.
  • Assist with audits and review of company manuals.

Summary

The Pipeline Compliance Specialist is responsible for implementing DOT and other related regulatory programs to ensure compliance of gas and liquid pipelines that fall under CFR 191, 192, and 195 regulations.

DUTIES And RESPONSIBILITIES

Essential and other important responsibilities and duties may include, but are not limited to, the following:

  • Adhere to field pipeline safety compliance inspections that fall under CFR 191, 192 and 195 but not limited to: pipeline patrols, leak surveys, valve inspections, atmospheric corrosion inspections, ESD & PSV testing, class surveys, and monitoring HCA areas.
  • Liaison Program. Attend pipeline safety events, safety days, and trade shows.
  • Call ticket management program.
  • Aide in company and governmental agency audits.
  • Assist with review and editing of company manuals.
  • Report compliance breaches and exposures to management.
  • Coordinate PSV (Pipeline Safety Valve) testing and record results
  • Collect internal compliance data and enter in company databases.
  • Prepare annual and quarterly or as needed compliance reports for management.
  • Assist with other pipeline operational duties as needed by operations.
Perform related duties and responsibilities as required and other duties as assigned.
  • Comply will all internal, state and federal regulations.

Qualifications

Knowledge of:

  • Federal, state and local regulatory requirements at a general level. This includes
  • OSHA, EPA, PHMSA, PSM, and DOT regulations.
  • Working knowledge of API and ASME Standards
  • Excellent organizational skills and attention to detail.
  • Excellent written and verbal communication skills.
  • Proficient in Microsoft Office Suite or similar software.

  • Effectively handle multiple tasks and stay focused on details.
  • Think analytically and problem solve.
  • Work in a 24/7 operational environment.
  • Handle changing priorities and exercise good judgment in stressful situations.

EXPERIENCE And TRAINING GUIDELINES

Preferred Education and/or Experience:

  • Minimum two (2) years of progressive experience in the operation of NGL and gas pipelines.
  • Experience in the oil and gas industry, preferably within the natural gas midstream sector.
