Job summary

J.C. Wilkie Construction is seeking a Pipe Utility Foreman to supervise storm drainage, sanitary sewer, and water distribution installations on Columbia/Lexington area projects. You will lead pipe crews, coordinate subcontractors, read plans, and ensure safety and quality on site.

Qualifications

  • 5+ years of underground utility construction experience.
  • 2+ years supervisory or crew leadership experience.
  • Knowledge of underground utility installation methods.
  • Ability to read and interpret construction plans and survey data.
  • Strong line and grade control understanding.
  • Trench safety and OSHA compliance.
  • Valid drivers license.

Responsibilities

  • Supervise and coordinate daily installation of storm drainage, sanitary sewer, and water distribution systems.
  • Lead pipe crews, operators, laborers, and subcontractors assigned to utility construction activities.
  • Plan and organize daily work activities to meet production goals and project schedules.
  • Read and interpret construction plans, utility profiles, specifications, grade stakes, cut sheets, and survey information.
  • Coordinate excavation, trenching, pipe installation, structure installation, testing, and backfilling operations.
  • Oversee installation of manholes, catch basins, inlets, headwalls, junction boxes, valve assemblies, hydrants, and related structures.
  • Ensure proper installation of gravity sewer systems, storm drainage systems, force mains, and water distribution systems.
  • Coordinate with survey crews to establish and maintain accurate line and grade.
  • Schedule and coordinate manpower, equipment, materials, and subcontractors to maximize productivity.
  • Monitor trench safety systems and ensure compliance with OSHA requirements.
  • Coordinate utility work with grading, paving, and other site development tasks.
  • Manage utility tie-ins and relocations; resolve conflicts with existing underground utilities.
  • Maintain daily reports, production logs, safety documentation, and project records.
  • Identify and resolve field issues, conflicts, and production challenges.
  • Conduct daily safety meetings and toolbox talks.

Our company is currently seeking a Pipe Utility Foreman for installations of water, sewer, and storm drainage systems for projects in the Columbia/Lexington areas.

Position Summary

The Pipe Utility Foreman is responsible for supervising and coordinating the installation of storm drainage, sanitary sewer, and water distribution systems on site development and civil construction projects. This position provides direct leadership for pipe crews, equipment operators, subcontractors, and laborers while ensuring underground utility work is completed safely, efficiently, on schedule, and in accordance with project plans and specifications.

The Pipe Foreman serves as the primary field leader for utility installation operations and works closely with Superintendents, Project Managers, Surveyors, Inspectors, and Owners' representatives to successfully execute utility construction projects. This position requires extensive knowledge of underground utility installation methods, trench safety, line and grade requirements, and site development construction practices.

Requirements
  • Supervise and coordinate daily installation of storm drainage, sanitary sewer, and water distribution systems.
  • Lead pipe crews, operators, laborers, and subcontractors assigned to utility construction activities.
  • Plan and organize daily work activities to meet production goals and project schedules.
  • Read and interpret construction plans, utility profiles, specifications, grade stakes, cut sheets, and survey information.
  • Verify utility line and grade requirements throughout installation activities.
  • Coordinate excavation, trenching, pipe installation, structure installation, testing, and backfilling operations.
  • Oversee the installation of manholes, catch basins, inlets, headwalls, junction boxes, valve assemblies, fire hydrants, and related utility structures.
  • Ensure proper installation of gravity sewer systems, storm drainage systems, force mains, and water distribution systems.
  • Coordinate with survey crews to establish and maintain accurate line and grade.
  • Schedule and coordinate manpower, equipment, materials, and subcontractors to maximize productivity.
  • Monitor trench safety systems and ensure compliance with OSHA excavation and trenching requirements.
  • Coordinate utility installation activities with grading operations, paving operations, and other site development work.
  • Manage utility tie-ins, utility relocations, and conflicts with existing underground utilities.
  • Conduct quality inspections to ensure work complies with project specifications and local utility authority requirements.
  • Maintain daily reports, production logs, safety documentation, and project records.
  • Identify and resolve field issues, conflicts, and production challenges.
  • Conduct daily safety meetings, toolbox talks, and crew briefings.
  • Enforce company safety policies, procedures, and quality standards.
  • Train, mentor, and develop Pipe Operators, Pipe Layers, and Pipe Apprentices.
  • Communicate effectively with Superintendents, Project Managers, Engineers, Inspectors, and utility representatives.
  • Perform other duties as assigned.
Required Qualifications
  • High school diploma or GED preferred.
  • Minimum of 5 years of underground utility construction experience involving storm drain, sewer, and water systems.
  • Minimum of 2 years of supervisory or crew leadership experience.
  • Extensive knowledge of underground utility installation methods and best practices.
  • Ability to read and interpret construction plans, utility profiles, grade stakes, specifications, and survey data.
  • Strong understanding of line and grade control for gravity sewer and storm drainage systems.
  • Knowledge of trench safety regulations and excavation requirements.
  • Valid driver's license with an acceptable driving record.
  • Strong leadership, communication, and organizational skills.
  • Ability to effectively manage production, manpower, and project priorities.
Preferred Qualifications
  • OSHA 10 or OSHA 30 certification.
  • Competent Person Trench Safety certification.
  • Experience with GPS machine control and laser grade systems.
  • Experience managing municipal, commercial, industrial, and residential utility projects.
  • Water and sewer utility testing and commissioning experience.
  • Experience coordinating utility work with government inspectors and utility authorities.
Physical Requirements
  • Ability to walk active construction sites for extended periods.
  • Ability to access trenches, manholes, excavations, and uneven terrain.
  • Ability to occasionally lift and carry up to 50 pounds.
  • Ability to work outdoors in varying weather conditions.
  • Ability to safely work around heavy equipment, excavation operations, and active utility construction.
Working Conditions
  • Outdoor construction environment on active site development and underground utility projects.
  • Exposure to trenches, excavations, mud, dust, noise, vibration, construction traffic, and varying weather conditions.
  • Frequent interaction with operators, laborers, subcontractors, inspectors, survey crews, engineers, and project management personnel.
  • Overtime and weekend work may be required to meet project schedules and production deadlines.
