Brief Job Description

Physician III performs highly advanced and/or managerial (senior‑level) medical, clinical, or public health work. The physician works under the general clinical and administrative supervision of the Medical Director or designee. Responsibilities include directing medical and infection control activities, monitoring trends and making recommendations for improvement, and delivering high‑quality general medical evaluation and treatment to patients with psychiatric disorders. The physician provides supervision to physicians and nurse practitioners in the medical clinic, acts as a resource for infection control, and serves as a consultant to general medical physicians. The position may also involve treating state hospital employees injured in the course of employment. The role is performed with extensive latitude for initiative and independent judgment. Duties, location of work and shift patterns may change as determined by the administration to meet the needs of the hospital.

Essential Job Functions (EJFs)

Attends work on a regular basis, possibly on specific or rotating schedules and days, supporting Coast or other emergency response duties (including disaster response and/or COOP activation). Performs comprehensive physical assessments, orders laboratory and diagnostic studies, monitors patient responses, documents patient encounters, and ensures treatment aligns with standards of care established by The Joint Commission, CMS, TAC and hospital policies. Oversees the implementation of the hospital infection control plan, monitors the status of infectious diseases, and develops plans of correction for deficiencies. Provides treatment to state hospital employees for occupational injuries and maintains professional competencies through CME participation. Provides required credentialing documentation and maintains state licensure. Engages in audits, performance improvement activities, and collaborative agreement development with APRNs for prescriptive authority. Exercises leadership, project management, problem identification, facilitation techniques, team building, conflict resolution, and strategic planning skills in clinical and administrative contexts.

Knowledge, Skills & Abilities (KSAs)

Knowledge of APRN scope of practice and collaborative agreements; public health principles; disease management and risk analysis; medical diagnostic and treatment tools; computer and applicable software; medical or public health plans and procedures; project management, prioritization, program evaluation; problem identification, analysis, and resolution; process facilitation, team building, negotiation, conflict resolution, and strategic planning. Ability to examine, diagnose and treat physical disorders; interpret laboratory analyses and X‑rays; direct medical activities; evaluate age‑specific needs; interact effectively with diverse populations; foster partnerships; communicate verbally and in writing; and plan, assign, and supervise the work of others.

Registrations, Licensure Requirements or Certifications

Must be licensed as a medical doctor by the State of Texas.

Initial Screening Criteria

Graduation from an accredited college of medicine with a degree as a medical doctor; completion of a residency program accredited by the Accreditation Council for Graduate Medical Education; experience in medical, clinical, or public health work.

Additional Information

Applicants must pass a fingerprint criminal background check, pre‑employment drug screen, and registry checks including the Client Abuse/Neglect Reporting System (CANRS), Nurse Aid, Medication Aide and Employee Misconduct, List of Excluded Individuals/Entities (LEIE). All applicants must be at least 18 years of age; Waco and Terrell Center for Youth applicants must be 21 years of age. Flexibility in work hours may be required, including overtime or extended hours. Compliance with HHSC immunization policy and state hospital operating procedures related to immunizations is required. Employees must be vaccinated according to their level of contact with individuals, and may need protective measures if not vaccinated for influenza.
