Job summary

ABOUT THE ORGANIZATION

Truckee Meadows Water Authority (TMWA) is a not-for-profit, community-owned water utility, overseen by elected officials and citizen appointees from Reno, Sparks and Washoe County. TMWA has a highly skilled workforce who ensure the around-the-clock treatment, delivery and availability of high-quality drinking water for more than 475,000 residents of the Truckee Meadows.

We are looking to hire a PHYSICAL SECURITY TECHNICIAN, to join our SECURITY Department.

This is a full-time, on-site position based at Reno, NV.

POSITION SUMMARY

Under general supervision, the Physical Security Technician carries out detailed instructions, procedures, and tasks primarily oriented to ensure the operational status of security systems. Incumbents at this level have an intermediate level of security experience and are expected to exercise independent judgement and sound decision making. Physical Security Technicians (PST) are responsible for supporting the Physical Security Specialist (PSS) with the maintenance, troubleshooting, repair and/or replacement of security equipment, performing site security inspections, and the preventive maintenance needed to keep security systems and equipment fully operational. The PST is expected to represent and enforce the TMWA Security Management Program (SMP) and supporting security policies, procedures, and protocols while working to protect our critical infrastructure.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Supports the security program by performing routine maintenance, troubleshooting, repair and/or replacement of security equipment. Reports technical issues to the PSS.
  • Performs key control program maintenance functions, installs, repairs and maintains electronic key system components; performs lock audits, and updates asset management tracking sheets.
  • Configures new security cameras, reviews existing security camera settings to ensure they are kept within the guidance of existing directives and SOP’s. Works with the PSS to make necessary adjustments to camera settings via the camera user interface (UI) and/or within Genetec.
  • Assists the Physical Security Specialist (PSS) with ongoing and periodic inspections of facilities to identify potential vulnerabilities and resolve security problems, submits work orders and appropriate notifications for action.
  • Performs Level 1 preventative maintenance (PM) program activities on all security cameras, including cleaning, refocusing, and adjusting fields of view. Reports all Level 2 camera problems needing to be addressed to the PSS.
  • Performs Level 1 PM program activities on all electronic lock devices per the vendor recommended cleaning schedule, follows the lock PM standard operating procedure, submits work orders, replaces lock hardware when needed, and reports all Level 2 lock issues needing to be addressed to the PSS.
  • Responds to reported security problems involving lock access to troubleshoot and repair/replace the padlock, internal locking lever components, and/or electronic key cores when needed to ensure our critical infrastructure sites are kept secure and accessible to authorized personnel.
  • Maintains the necessary Operator level (or higher) Genetec certifications required to perform job specific duties within the Genetec system.
  • Works effectively and courteously with all levels of internal management, other employees, representatives of other agencies, emergency personnel, members of the public, and others encountered in the course of daily work.
  • Ensures that employee information is kept confidential and that incidents are responded to using the appropriate level of discreetness, urgency, and confidentiality.
  • Participates as a member of the Security On Call Group, responsible for responding to security incidents during on call weeks, performs basic incident response coordination with internal groups per established SOP’s, and works with law enforcement when needed as part of incident response.
EDUCATION AND EXPERIENCE REQUIREMENTS

Any combination of training and experience that would provide the required knowledge, skills, and abilities, is qualifying. A typical way to obtain the minimum requirements is:

Experience:

Three (3) years of relevant experience or an Associate’s degree from an accredited college or university in a related field of study with one (1) year of relevant work experience.
Must have prior experience using major enterprise level platforms for Video Management Systems (VMS) and Physical Control Access Systems (CAS). Preferred security, military, law enforcement or similar experience.

Education & Training:

High school diploma or certificate of high school equivalency.
Other combinations of education/experience may be considered.

Must have working-level knowledge of the English language including reading, writing, and speaking English.

CERTIFICATIONS, LICENSURE, AND SPECIAL REQUIREMENTS
  • Must have completed or be able to complete the Genetec SC-OTC-01 Security Center Omnicast (Video) Operator course and the Genetec SC-STC-01 Security Center Synergis (Access Control) Operator course within 3 months of appointment.
  • The Genetec SC-OTC-01 Security Center Omnicast (Video) Technical Certification, SC-STC-01 Security Center Synergis (Access Control) Technical Certification, and SC-ETC-01 Security Center (Enterprise) Technical Certification are preferred but not required.
  • Must hold a valid driver’s license from the State of Nevada or, for applicants who reside in another state within a commutable distance (including students), a valid driver’s license issued by their state of residence.
  • Must also meet and maintain eligibility to be covered under TMWA’s vehicle insurance requirements.

Employment is contingent upon successful completion of a background investigation. During hire by TMWA and periodically during employment, background investigations may be conducted.

This position is considered a safety-sensitive position and employment is contingent upon the results of drug and/or alcohol testing which includes screening for marijuana. The presence of marijuana or other screened for substances on any employment related substance test may result in a refusal to hire or termination of employment.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:

Modern equipment and communication tools used for business functions, project management, and task coordination including computers and common office computer software and database programs, including the Microsoft Suite of Programs (Word, Excel, Outlook, and PowerPoint.) Modern security methods, techniques, procedures, and practices, including basic methods, techniques, procedures, and practices of criminal investigation.

Skilled in/Ability to:

Identify when something is wrong or likely to go wrong; apply general rules to specific problems to produce answers or outcomes that make sense; use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; convey information effectively when talking to others and comprehend information and ideas presented by others; give full attention to what other people are saying and understand relevant points; understand and interpret written work-related documents; proficiently use the Windows operating systems including Outlook, XLS, PPT, Word and/or other similar Office suite platforms in common use; consider the relative costs and benefits of potential actions to choose the most appropriate one. Safely and frequently drive up to 100 miles a day to various locations, including those requiring four-wheel drive to access and get in and out of a vehicle up to 50 times per day to inspect critical infrastructure. Enter confined spaces, ascend, and descend stairs and ladders, and work in the field including in various outdoor locations which may include traversing through rough terrain and weather conditions.
