Job summary

Cumming Group in Richmond, VA, is seeking an experienced procurement leader to manage owner-side procurement for equipment, construction, and professional-services packages on large pharmaceutical capital projects. You will develop procurement plans, govern contracting strategies, review vendor qualifications, and coordinate with Engineering, CQV, Quality, and Construction teams.

Qualifications

• 10+ years of capital-project procurement or contracts experience.
• 5+ years supporting pharmaceutical, biotechnology, or chemical manufacturing projects.
• Experience procuring long-lead process and utility equipment for greenfield cGMP facilities.
• Experience with SAP, Ariba, Oracle, or similar systems.

Responsibilities

• Manage owner-side procurement for equipment, construction, subcontract, and professional-service packages.
• Develop and maintain the procurement plan, contracting strategy, package register, and procurement schedule.
• Review EPC and contractor procurement plans against schedule, technical, GMP, and contract requirements.
• Manage bidder prequalification, RFPs, bid clarification, technical evaluation, commercial evaluation, and award recommendations.
• Manage vendor and subcontractor qualification and long-lead equipment procurement.
• Coordinate procurement with Engineering, CQV, Quality, Construction, Automation, and Project Controls.
• Track purchase orders, subcontracts, vendor drawings, fabrication, testing, release, shipment, and installation.
• Review commercial terms, payment milestones, change orders, claims, warranties, and closeout requirements.
