Job description

Position Overview

The Personnel Security Assistant provides administrative and technical support to personnel security operations in compliance with security programs, policies, and requirements. The role emphasizes personnel security program duties including position risk designation, sensitivity level assessments, fingerprint review, completion of initial investigation or reinvestigation requirements, investigative case review and adjudication, and processing of personnel separations.

Responsibilities
  • Review Public Trust and National Security investigation requests for completeness and accuracy.
  • Coordinate with selectees, Human Resources, and Contracting Officer’s Representatives to resolve incomplete or inaccurate requests.
  • Provide recommendations, answer questions, and offer guidance on personnel security processes, investigations, and policies to internal and external customers.
  • Apply CFR and OPM suitability adjudicative standards to analyze information and recommend impact on integrity and efficiency of the agency and federal service.
  • Assist with researching, drafting, and maintaining the RD Suitability Desk Guide and associated training materials.
  • Develop and deliver training on personnel security topics to new or existing staff and contracted employees.
  • Monitor general phone line messages and relay messages as appropriate to the Lead and Responsible Adjudicator.
  • Perform a daily consistency review of the Personnel Security Database to ensure completeness and accuracy of information.
  • Provide daily database exception and inconsistency notifications to the Branch Chief and Personnel Security Lead.
  • Identify issues or potential conflicts of interest related to the agency mission or position.
  • Complete special projects and other duties as assigned.
  • Prepare and provide written reports, documents, and oral presentations for internal and external meetings.
  • Research and interpret federal, state, and local laws and regulations; recommend policy and procedural changes.
Essential Requirements
  • Ability to obtain, maintain, and access classified information at the Tier 3 Secret level.
  • Proficiency in oral and written communication.
  • Team-oriented work style with strong collaboration skills.
  • Experience developing and drafting personnel suitability training materials and procedures.
  • Proficiency with Microsoft Office products.
  • Experience with OPM NP2 Secure Portal, DISS, PIPS/CVS, e-QIP, and other personnel security systems.
  • Familiarity with Personnel Security Tracking Systems and Crossmatch Fingerprint Application.
  • Training experience in personnel security systems such as eQIP, DISS, CVS, or comparable systems.
Education & Experience

Bachelor's degree or Associate’s degree and a minimum of at least one (1) year of experience supporting personnel security adjudication activities under 5 CFR 731.

Physical Demands

Work is primarily performed in an office environment. Regularly required to sit, use hands to finger, handle, or feel, reach with hands and arms, operate tools, computer, and/or controls, speak, and hear. Occasionally required to stand, walk, stoop, kneel, crouch, or crawl. Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required include close vision, distance vision, depth perception, and ability to adjust focus. Exposure to general office noise with computers, printers, and light traffic.

  • Estimated pay range: $50,000 to $55,000, contingent on location, skillset, and experience.
