Job summary

SAIC's Horizon 2 contract in Colorado Springs, CO seeks an energized PERSEC Security Specialist to support program and personnel security for USSF and Space Systems Command missions. You will work with CPSOs and maintain access for collateral, SCI, and SAP activities while mentoring in a dynamic, customer-centric environment.

You will manage SCI/SAP access, nominations, NDAs, PARs, and use JADE/DISS; ensure Top Secret accountability and secure handling of material.

Qualifications

• Bachelor’s degree (security related preferred) with 6+ years of related experience.
• Active TS clearance with SCI eligibility and willingness to polygraph.
• Familiarity with OPSEC, Program Protection, Personnel Security, and Classification management.
• Experience with DISS and SCInet; SAP/SCI environments.
• Proficient in Microsoft Office Suite (Word, PowerPoint, Outlook, Excel).

Responsibilities

• Initiate, track, and monitor SCI and SAP clearance and program access request processing.
• Execute PERSEC program actions including nominations, NDAs, LOCNs, and other PERSEC-related actions.
• Manage SAP Nomination Process; prepare and review PARs for accuracy and access eligibility.
• Data entry and record checks in JADE and DISS; maintain contract personnel information.
• Conduct SAP indoctrinations and track program accesses for contract personnel.
• Ensure proper safeguarding of collateral, SCI, SAP, and COMSEC information and equipment.
• Oversee classification management and Top Secret accountability.
• Support government program offices and security officers in security initiatives.
• Lead ongoing security awareness, training, and education efforts.
• Assist with SOPs, EAPs, security directives, manuals, and guidance.
• Investigate security incidents and coordinate with government reps.
• Participate in SAP security and COMSEC inspections and self-assessments.
• Process inbound/outbound data transfer files.
• Process and certify visit requests; provide facility escort assistance.
• Assist with miscellaneous support to maintain security posture.

SAIC's Horizon 2 contract is seeking an energized and professional PERSEC Security Specialist to support the contract's secure operating facilities in Colorado Springs, CO.

You will support all facets of SAIC’s Program and Personnel Security (PERSEC) processes at our Colorado Springs, CO location. You will assist the CPSOs (Contractor Program Security Officer) and provide day‑to‑day support for Collateral, Sensitive Compartmented Information (SCI), and Special Access Program (SAP) activities. Fun stuff you will do on the job:

• Initiate, track, and monitor SCI and SAP clearance and program access request processing activities with government personnel to achieve appropriate access authorizations.
• Execute all aspects of the PERSEC Program to include nominations, validation of access requirements, Non-Disclosure Agreements (NDAs), Letters of Compelling Need (LOCNs), and other PERSEC-related actions.
• Manage the Special Access Program Nomination Process (SAPNP); prepare, process, and/or review Program Access Requests (PARs) for accuracy and access eligibility.
• Perform data entry and record checks in the Joint Access Database Environment (JADE) and Defense Information System for Security (DISS) and maintain all the applicable contract’s personnel information to ensure accuracy.
• Conduct SAP indoctrinations and maintain/track program accesses for all contract personnel.
• Ensure proper accounting, control, transmission, packaging, safeguarding, and destruction of collateral, SCI, SAP, and COMSEC information and equipment.
• Oversee classification management, including Top Secret accountability and media control.
• Directly support government program offices and security officers in the development, implementation, and maintenance of program and personnel security endeavors.
• Lead ongoing initial and annual security awareness, training, and education (SATE) efforts.
• Assist in implementing and maintaining Standard Operating Procedures (SOPs), Emergency Action Plans (EAPs), security directives, regulations, manuals, and guidance.
• Investigate possible/actual security incidents and coordinate with government security reps.
• Participate in SAP Security and COMSEC compliance inspections and self-assessments.
• Assist in the processing of inbound and outbound data transfer files.
• Process and certify incoming and outgoing visit requests; provide facility escort assistance.
• Assist with other miscellaneous support functions, to maintain an efficient operational security posture for programs and information systems, as directed by the site lead or Senior Security Representative.

Qualifications

• Bachelor’s degree (preferably Security related) and 6+ years of related experience or 4 additional years of experience may be used in lieu of degree.
• Active TS clearance with SCI eligibility, and willing to complete a polygraph.
• Familiarity with Program Security responsibilities to include, but not limited to:OPSEC, Program Protection, Personnel Security, Security Training and Education, and Classification management.
• Experience working with DISS and SCInet and working in a SAP and/or SCI environment.
• Proficient with the Microsoft Office Suite, to include Word, Powerpoint, Outlook, and Excel.
• Excellent verbal and written communication skills and be able to effectively communicate with all levels of management and government customers.
• Must be able to work in a constantly changing regulatory environment and be able to work well within a team environment.
• Ability to solve problems and think critically, sometimes independent of significant experience or documentation of the problem area.
• Attention to detail and strong organizational skills are critical to the success of this position.

• Use of National Background Investigation Services (NBIS) and (National Industrial Security System) NISS.

• Working knowledge of ICD 705 and secure facility construction standards and requirements.
• Have an understanding of DD254s to support government contracts.
• Proficient in COMSEC operations.

Target salary range: $80,001 - $120,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
