Permitting Compliance Manager

Keish Environmental is looking for a highly skilled Permitting Compliance Manager to join our team and ensure the successful execution of critical environmental permitting processes.

About The Role

As the Permitting Compliance Manager, you will play a key role in ensuring the accuracy, quality, and timely submission of environmental compliance documentation for multiple construction projects. This dynamic position combines project management with deep regulatory knowledge, allowing you to operate at the intersection of construction, environmental planning, and stakeholder coordination.

You will oversee issue resolution, support permit amendments, and coordinate closely with regulatory agencies to ensure compliance with key federal and state environmental laws, including NEPA, CEQA, the Clean Water Act, and endangered species acts.

Key Responsibilities
  • Manage and oversee compliance documentation: ensure accuracy and regulatory compliance.
  • Coordinate with regulatory agencies: collaborate with USACE, USFWS, CDFW, SWRCB to secure and maintain permits.
  • Issue resolution and permit amendments: oversee identification and resolution of compliance issues and support amendment processes.
  • Project management: lead project teams to navigate regulatory requirements throughout construction.
  • Stakeholder coordination: work closely with internal teams, clients, contractors, and regulatory bodies to ensure seamless communication.
What You Bring
  • At least 8 years of construction compliance experience in environmental compliance, project management, and permitting under key federal and state environmental laws (NEPA, CEQA, Clean Water Act, Endangered Species Acts, Porter‑Cologne, Lake/streambed Alteration Agreements, etc.).
  • Extensive experience working with regulatory agencies such as USACE, USFWS, CDFW, and SWRCB.
  • Proven ability to manage teams, coordinate stakeholders, and ensure timely compliance across complex projects.
  • Strong verbal and written communication skills, drafting clear compliance documents and engaging with agencies.
  • Solution‑oriented mindset with ability to address compliance challenges promptly.
Preferred Qualifications
  • Bachelor’s or Master’s degree in Biology, Environmental Science, Environmental Engineering, or a related field; a master’s preferred.
  • Familiarity with construction contracting methods such as design‑build.
  • Experience procuring or implementing compensatory mitigation, including approvals from agencies.
  • Familiarity with permitting software and tools used in environmental compliance management.
  • GIS and/or database management application skills.
  • Certification in environmental compliance (e.g., QSD/QSP) is a plus.
