Job summary

The Oregon Department of Human Services seeks a Permanency Supervisor (Child Welfare Supervisor 2) to lead and supervise a social service team in Gresham. You will oversee case planning, staff development, and ensure safety and permanency for children.

This permanent, full-time role requires strong leadership, trauma-aware practice, and collaboration with partners and families to improve outcomes for Oregon's vulnerable children and families.

Qualifications

  • A bachelor's degree in human services and two years of lead work or related supervision experience.
  • A bachelor's degree unrelated to human services with Oregon Caseworker Competency and two years of lead work.
  • An associate degree with three years of human services related experience, two of which include lead work.
  • An associate degree with Caseworker Competency coursework and two years of lead work.

We are seeking a Permanency Supervisor (Child Welfare Supervisor 2) to join our Gresham team.

Summary of Duties

As a Permanency Supervisor, you will:

  • Engage and supervise staff by planning, executing, monitoring, and evaluating activities related to ODHS and Child Welfare.
  • Ensure staff adhere to good social work practices, state and federal laws, and department policies. Continuously review programs and standards affecting quality, safety, and permanency of children’s lives.
  • Provide general training, orientation, mentoring, and consultations to staff.
  • Maintain cooperative relationships with staff, community partners, children, and families.
  • Make informed decisions regarding the level and type of services provided to client families.
  • Review and approve work.
Minimum Qualifications
  • A bachelor’s degree in human services or a field related to human services AND two years of lead work, supervision, or progressively related human services experience;
  • A bachelor’s degree unrelated to human services AND completion of coursework equivalent to certification consistent with Oregon Caseworker Competency AND two years of lead work, supervision, OR progressively related experience in human services;
  • An associate degree AND three years of human services related experience two years of which must have included lead work, supervision, or progressively related experience;
  • An associate degree and completion of coursework equivalent to certification consistent with Oregon Caseworker Competency AND two years of lead work, supervision, or progressively related experience in human services.
Essential Attributes
  • Experience developing and managing a case load or case plan related to safety practice models.
  • Experience implementing organizational objectives and ensuring that the necessary quantity and quality of work is achieved.
  • Experience supervising and managing a work unit including hiring, training employees, assigning, and reviewing work, providing employees with feedback on their performance, providing oversight of operations, and managing staff performance.
  • Experience with project management and continuous quality improvement.
  • Experience creating and maintaining a work environment that is respectful, facilitates the development of teams and is a professional model of leadership for staff.
  • Experience developing constructive and cooperative working relationships with partners and community members and maintain them over time.
  • Experience supervising a program or policy area that serves vulnerable adults.
Working Conditions
  • Work Locations: Offices, homes of participants, and community sites.
  • Travel: Occasional travel for meetings, trainings, and other case related activities. This includes required occasional overnight travel.
  • Hours: Regular work week with fluctuating hours; occasional overtime may be needed, including evenings and weekends.
  • On-Call: You’ll be part of a rotating on-call schedule that includes evenings and weekends.
  • Physical Requirements: Frequent physical activity, including lifting up to 50 pounds and assisting children with car seats.
  • This role involves handling sensitive topics related to trauma, abuse, and crises, requiring a trauma-informed approach that is essential to ensure a safe environment.
  • You may interact with individuals who have experienced trauma and may have difficulty managing their emotions.
  • Be prepared for stressful situations that require quick decision-making to ensure safety for yourself and others.

  • The Oregon Department of Human Services does not offer visa sponsorship. Within three days of hire, you will be required to complete the US Department of Homeland Security’s I-9 form confirming authorization to work in the United States.   • Finalists must be cleared by the FBI Criminal Justice Information Services (CJIS) through a fingerprint-based criminal records check.
  • A valid driver’s license and acceptable driving record are required for this position.
