Job summary

Habitat Health is seeking a Manager, People Operations to drive the core employee lifecycle processes across a multi-state healthcare organization, with a California focus. You will design scalable onboarding, offboarding, policy development, and vendor management, while leveraging AI to improve efficiency and compliance.

You will partner with senior leaders to craft physician onboarding programs, manage Open Enrollment, and ensure accurate, timely HR communications across states.

Qualifications

  • 5+ years of HR/people operations experience in a fast-growing environment.
  • CA and multi-state employment law experience and building policies/handbooks.
  • Strong working knowledge of California employment fundamentals (wage/hour, leaves, recordkeeping).
  • Enthusiasm for using AI tools to improve process efficiency.
  • Exceptional data analytics and reporting skills with HR systems.
  • Hands-on experience with Rippling, Greenhouse Onboarding, and partnering with PEOs.
  • Owned end-to-end Open Enrollment processes and communications.

Role Scope

Habitat Health is scaling fast, and as the Manager, People Operations, you'll be the engine behind our People Operations function, building and running the core processes that power the full employee lifecycle across a California-heavy, multi-state healthcare organization. You won't just maintain the machine; you'll design it, tune it, and scale it as we grow.

This is a role for someone who loves solving operational puzzles, thrives on precision and compliance, and gets genuinely excited about using technology (including AI) to make HR faster and smarter.

  • In partnership with the Sr. Director of People, create and lead scalable and innovative processes for onboarding, offboarding, job changes, and team member lifecycle processes in preparation for rapid growth.
  • Leverage AI tools and systems to optimize and scale people operations processes and workflows.
  • Drive policy creation, audit readiness, and compliance governance across a multi-state footprint, with deep expertise in California.
  • In partnership with Executive Directors and Clinical Leadership, create and optimize physician onboarding programs.
  • Manage a portfolio of outsourced vendors including home care, transportation, LOA support, and other ancillary partners to ensure seamless service delivery.
  • Stay ahead of the curve on multi-state employment law, translating regulatory change into smart, proactive policy recommendations.
  • Lead Open Enrollment end to end by owning team member communications, system readiness, benefits compliance, and vendor coordination across states.
  • Serves as the lead for annual Open Enrollment, working closely with benefit administrators, owning team member communications, ensuring system readiness, and maintaining benefits compliance across multi‑state operations.
  • Partner with the People Business Partner to address complex team member questions and requests and maintain service-level expectations for People Operations.
  • Be a trusted thought partner for managers and team members navigating tricky policy questions and real‑world people challenges.
Qualifications
  • 5+ years of people operations/HR experience in a fast-growing environment.
  • CA and multi-state employment law experience and building policies and handbooks.
  • Strong working knowledge of California employment fundamentals (wage/hour, leaves, recordkeeping, etc.).
  • Enthusiasm for, and hands on experience with, using AI tools and systems to improve process efficiency and scale.
  • Exceptional data analytics and reporting skills utilizing various HR Systems.
  • Hands‑on experience with Rippling, Greenhouse Onboarding, and partnering with PEOs.
  • Owned end to end open enrollment processes and communications.
Nice to have
  • Experience scaling early to mid‑stage healthcare startups.
Compensation

The anticipated base salary range for this position is $140,000–$165,000 for candidates located in San Francisco, New York City, or Seattle, and $120,000–$150,000 for candidates located elsewhere. This position is also eligible for a target annual bonus of 10% of salary and may be eligible for additional incentive compensation, as applicable.

The final compensation offered will be determined based on factors including, but not limited to, the candidate's qualifications, skills, experience, education, certifications, geographical location, and business needs.

In addition, this position is eligible for a comprehensive benefits package, including medical, dental, and vision insurance; paid parental leave, short- and long-term disability coverage; life insurance; flexible spending accounts; a 401(k) savings plan that includes a match; paid time off; and company paid holidays.
