Job summary

Planned Parenthood Los Angeles seeks an experienced Payroll Manager to oversee the payroll function at our Downtown Los Angeles Headquarters. The role ensures timely, accurate pay and regulatory compliance across US payroll processes.

The ideal candidate brings 5+ years in payroll, 3+ years in management, and strong knowledge of benefits, taxes, ERP and ADP Workforce Now. Collaborative with HR and Finance teams, this position requires leadership and a keen eye for detail.

Qualifications

  • Bachelors degree in accounting, business or finance preferred.
  • CPP certification desirable for payroll leadership roles.
  • 5+ years payroll experience; multi-state knowledge preferred.
  • 3+ years payroll management experience required.
  • Deep knowledge of payroll processes, taxes, and benefits.
  • Experience with ERP and timekeeping in large orgs; ADP Workforce Now preferred.
  • Solid accounting basics: debits/credits/journal entries/reconciliations.
  • Strong confidentiality and data security practices.
  • Proficient in MS Office; strong communication skills.

Responsibilities

  • Oversee payroll functions to ensure on-time processing and accuracy across states.
  • Ensure compliance with federal, state, and local payroll regulations and reporting.
  • Coordinate with HR and accounting; implement payroll policies and procedures.
  • Lead, train, and evaluate payroll team; manage annual W2 processing.
  • Maintain ERP reconciliation of payroll transactions and reports.
  • Prepare ad hoc payroll reports and respond to audits and inquiries.
  • Identify updates to payroll software, systems, and procedures.
  • Communicate deadlines and changes clearly to employees and managers.

Education

Bachelor’s degree in accounting, business, or finance preferred.
CPP (Certified Payroll Professional) certification desirable.
5+ years of relevant payroll experience
3+ years of payroll management experience
Extensive knowledge of payroll functions, including benefits, employment laws, and payroll taxes
Experience with ERP and timekeeping systems at a large organization
Experience processing payroll through ADP Workforce Now
General accounting knowledge (debits, credits, journal entries, reconciliations)

Planned Parenthood Los Angeles is seeking an experienced Payroll Manager to work in our Downtown Los Angeles Headquarters. The Payroll Manager will oversee and supervise PPLA’s Payroll functions, ensuring pay is processed on time, accurately, and in compliance with government regulations.

Our Ideal Candidate will have the following qualifications:
  • Bachelor’s degree in accounting, business, or finance preferred.

About the position:
  • Abortion patients are cared for at each of our health centers, and in part through the administrative, support, and other non-clinical services provided at all PPLA locations, and by all PPLA employees. Supporting these critical services is an essential job duty, and a fundamental responsibility of all employees and contractors.
  • Manages compliance with: federal, state & local tax law & quarterly and annual payroll reporting (DE9, 941s), etc., tax deposit reporting, involuntary deductions (levies) (IRS, EDD, FTB), and all government reporting requirements.
  • Manages compliance with government grant activity, ensuring accurate timecard coding, and reconciliation to the ERP system.
  • Ensures timely and accurate processing of US payroll transactions, including salaries, variable compensation, differentials, benefits, garnishments, taxes, and other deductions.
  • Understands, interprets, and applies complex rules, regulations, and legal provisions governing compensation and benefits
  • Communicates and enforces organization-wide payroll policies and processes regarding earnings, deductions, timekeeping and government compliance reporting.
  • Works closely with Human Resources (HR) and accounting teams
  • Develops written procedures to document processes & rationale behind decision-making.
  • Educates & trains the Payroll team and other departments within the organization.
  • Implements, maintains, and reviews payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, terminations, garnishments, taxes, and other deductions.
  • Manages annual W2 processing.
  • Prepares and maintains accurate records and reports of payroll transactions, ensuring reconciliation to the ERP system.
  • Prepares ad hoc reports
  • Facilitates audits by providing records and documentation to auditors.
  • Identifies and recommends updates to payroll processing software, systems, and procedures.
  • Develops and maintains effective, productive, cooperative working relationships with employees, supervisory personnel and management.
  • Maintains internal controls of payroll system and processes; conduct regular system and process audits to ensure data integrity and compliance.
  • Administers state payroll tax registrations.
  • Effectively communicate to employees, managers, and stakeholders on payroll deadlines to prevent disruption to the payroll process.
  • Oversees the daily workflow of the department.
  • Provides constructive and timely performance evaluations.
  • Performs other duties as may be assigned by the Controller and/or Chief of Finance.
