JOB TITLE: Payroll and Labor Allocation Administrator

JOB TYPE: Full-time

DEPARTMENT: Human Resources

HOURLY RATE: $33 to $39 per hour

Center for Family Life in Sunset Park (CFL) (https://centerforfamilylife.org), is a nationally recognized social service organization. CFL's mission is to promote positive outcomes for children and adults in Sunset Park, Brooklyn by providing a comprehensive range of neighborhood-based family and social services. We are seeking a detail-oriented and collaborative Payroll and Labor Allocation Administrator to join our Human Resources team.

POSITION SUMMARY

The Payroll and Labor Allocation Administrator is responsible for ensuring accurate and timely payroll processing, labor allocation management, and payroll-related reporting. This role works closely with Finance team, supervisors, and employees to maintain the integrity of payroll data, labor distributions, and compliance with organizational policies and funding requirements.

I. SPECIFIC RESPONSIBILITIES INCLUDE, but are not limited to:
Payroll Administration
  • Process biweekly payroll accurately and in accordance with established payroll procedures and deadlines.
  • Perform batch payroll updates and other payroll-related data changes.
  • Manage payroll corrections, off-cycle payments, retroactive adjustments, and other payroll-related transactions.
  • Respond to employee inquiries regarding payroll, timekeeping, and compensation matters.
  • Ensure employee schedules, timesheets, and payroll records are complete and accurate before payroll processing.
  • Monitor, update, and maintain payroll tax codes, deductions, and withholding configurations to ensure compliance with federal, state, and local requirements.
Labor Allocation Management
  • Review and process labor allocation updates based on approved Personnel Change Forms (PCFs).
  • Maintain accurate employee labor allocations across programs, grants, and funding sources.
  • Reconcile discrepancies between schedules, timesheets, payroll records, and labor allocations.
  • Support supervisors and program staff in ensuring labor allocations are properly reflected in payroll records.
Reporting and Compliance
  • Prepare and support payroll-related reports, data analysis, and information requests.
  • Coordinate and communicate payroll-related updates, corrections, labor allocation changes, and personnel actions with BTQ, CFL's outsourced financial management partner to ensure accurate payroll processing and financial reporting
  • Assist with payroll audits by gathering, organizing, and maintaining supporting documentation.
  • Collaborate with Finance and HR staff to ensure compliance with organizational policies, grant requirements, and applicable labor regulations.
  • Support payroll reconciliations, employer contribution processing, and related financial reporting activities.
II. QUALIFICATIONS
  • Associate’s or Bachelor’s degree in Accounting, Finance, Human Resources, Business Administration, or a related field preferred.
  • Minimum 2–3 years of payroll, accounting, finance, or related administrative experience.
  • Experience with payroll systems and timekeeping platforms; Paylocity experience is a plus.
  • Strong proficiency in Microsoft Excel, including data analysis and reconciliation.
  • Excellent attention to detail and commitment to accuracy.
  • Strong organizational and problem-solving skills.
  • Ability to handle confidential information with discretion and professionalism.
  • Effective written and verbal communication skills.
  • Experience working in a nonprofit environment and with grant-funded labor allocations is preferred.
III. RELATIONSHIP WITH OTHERS
  • Work closely with the Director of Finance and Human Resources Manager to support payroll operations and continuous process improvement.
  • Partner with supervisors and program staff to ensure accurate timekeeping, labor allocation, and payroll practices throughout the organization.
IV. WORKING CONDITIONS
  • This position is primarily office-based and requires frequent computer use. The role involves managing multiple deadlines, maintaining confidential information, and communicating regularly with supervisors and Finance and HR staff. Additional hours may be required during payroll processing, audits, or year-end activities.
