POSITION SUMMARY:

University Patrol Officers are responsible for providing a safe andsecure living and learning environment for the UniversityCommunity.

Officers are on duty 365 days a year and provide immediateresponses to all types of emergencies on campus while providingservices in areas of patrol, investigations, parking enforcement,residence hall protection, building security, crime prevention andspecial event security. This position involves a great deal ofinteraction with students, performing community-oriented policingwith a strong emphasis on student success and retention,recognizing the social importance of 21st Centuryprofessional and ethical police functions for tactful and courteoustreatment of all persons.

This is an “essential personnel” position. Patrol officersare expected to remain or report to work during partial or full dayclosings and during other emergent circumstances.

ESSENTIAL DUTIES:

• Patrol campus property and buildings by foot, vehicle, or biketo ensure proper security and safety; including but not limited tolocking, and unlocking of facilities; precluding theft, vandalism,and loitering; reporting of general building and grounds securityissues; building checks for safety hazards, mechanical problems andfailures and other deficiencies.
• Direct and control traffic and parking on University grounds:Issuing traffic warnings, parking tickets, and traffic andnon-traffic citations, for violations of University policy andCommonwealth of Pennsylvania laws.
• Investigate traffic accidents involving persons or property,report and pursue appropriate course of action on universitygrounds.
• Display and remove temporary parking signage on campus.
• Provide safety and law enforcement for extra-curricular,social, recreational, and free assembly events/activities at theUniversity.
• Operate state vehicles in a legal, safe, and courteousmanner.
• Provide transportation, with the use of a state-owned vehicle,for persons to and from hospitals, university funds or valuables toproper locations, prisoners, and legal documents for service ofprocess.
• Respond to non-emergency calls for assistance (criminal andgeneral assistance).
• Respond to emergency calls, including but not limited to mentalhealth, injured persons, panic, fire, burglary alarms, bomb threat,active assailant, or any other University emergency.
• Investigate suspected crimes, report findings, file criminalcomplaints, serve arrest and search warrants, and/or conductsurveillance while following Rules of Criminal Procedure &University Police policies.
• Testify in court, legal proceedings, or university code ofconduct hearings as necessary.
• Aid other local law enforcement agencies in the direction ofthe senior officer in charge.
• Prepare and maintain a multitude of reports; daily activitylogs, shift reports etc. to department standards.
• Utilizes two-way radio communication equipment, computers,multi-line telephones, monitor alarms & CCTV.
• Accomplish routine administrative duties and perform otherrelated work as required.
• Participate in education and training courses, as requested.Complete professional development training as required (CPR/AED,firearms, Act 180 etc.)
• Practice safety measures to prevent accidents and injuries, andto ensure compliance with applicable regulations. Complete reportsto appropriate work group of deficiencies.
• Perform public speaking-community policing events with studentor community groups as a special assignment.
• Exhibit abilities to work with diverse groups andpopulations.
• Maintain a high level of confidentiality, CHRIA, FERPA, HIPAA,JNET, CLEAN

Position Qualifications

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES:

• Knowledge of Commonwealth laws, rules, and regulationsgoverning motor vehicle operation and personal conduct foremployees or visitors at Commonwealth facilities
• Knowledge of Commonwealth provisions for emergencysituations
• Some knowledge of group behavior
• Skill in the use and care of offensive and defensiveweapons
• Ability to react quickly and calmly in emergency situations andto determine proper courses of action
• Ability to enforce laws firmly, tactfully, and with respect forthe rights of others.
• Ability to understand and carry out oral and writteninstructions

MINIMUM EXPERIENCE AND TRAINING:

• One year of police experience and formal training in theprovisions of basic police services as certified through Act 120training;OR
• Any equivalent experience or training.

NECESSARY SPECIAL REQUIREMENTS:

• Possession of a valid Pennsylvania Driver's license.
• Ability to meet such qualifications regarding strength,agility, and health as required.
• Receipt of the MPOETC Certification with arrest powers, grantedby the Commonwealth of Pennsylvania.
• Successfully complete the University Firearms QualificationRequirements at required intervals.
• Satisfactorily complete Act 180 updates annually.
