Qualifications

  • Valid North Carolina driver's license or ability to obtain one.

JOB SUMMARY

This position is responsible for managing department operations including compliance, support functions, billing and patient services activities.

MAJOR DUTIES
  • Assists the Business Manager with departmental reporting, administrative analysis, policy review and implementation, and operational coordination
  • Completes the agency’s annual fee review and responsible for maintaining accurate fee schedules
  • Supervise, direct, train, approve time, evaluate, and discipline assigned staff
  • Monitor financial and billing activities involving aged accounts, contract billing, bad debt write-off, debt set-off and other related administration
  • Completes bi-annual cash drawer audits
  • Coordinates computer billing processes; coordinates changes, updates, problem resolution, and daily operations; resolves questions and problems
  • Creates, coordinates, manages, and maintains clinic schedules
  • Coordinates with Clinic Coordinator to perform annual chart audits
  • Monitors medical record processes and retention schedules
  • Manages updates and revisions to forms, templates, consents, and related documentation
  • Serves as HIPAA Compliance Officer; assists with policy implementation and updates; coordinates related staff training.
  • Conducts annual HIPAA Risk Assessment submitting findings to appropriate staff
  • Submits work orders to IT and Maintenance for related issues
  • Performs emergency response duties and other related duties as required.

SUPERVISORY CONTROLS
  • The Business Manager assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results
GUIDELINES
  • Guidelines include state and federal regulations, state and local budget procedures, NCDHHS Billing and Coding guidelines, HIPAA laws, and county and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK
  • Work involves multiple administrative functions requiring the application of varied knowledge and skills in public health administration, financial operations, billing, personnel management, quality assurance, HIPAA compliance, records management, scheduling, and information systems.
  • The purpose of this position is to manage the Business Office’s administrative, billing, medical records and retention, scheduling, and assigned personnel operations. Successful performance contributes to the efficiency, effectiveness, and propriety of a variety of department functions and operations.

  • Contacts are typically with coworkers, other county employees, contract billing or insurance company representatives, state employees, consultants, and members of the general public.
  • Contacts are typically to exchange information, resolve problems, motivate persons, justify matters, and provide services.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light and heavy objects.
  • The work is typically performed in an office.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY

This position has direct supervision over positions listed in most current organizational chart.

MINIMUM QUALIFICATIONS
  • Graduation from high school and five years of clerical experience in credit or collection work including two years experience with patient accounts; or an equivalent combination of education and experience.
  • Experience of progressively responsible accounting and/or medical billing experience preferred.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of North Carolina for the type of vehicle or equipment operated.
