PROGRAM DESIGN

Roads to Success (RTS) provides youth development programs including after-school, summer, enrichment, workforce development, and other opportunities serving young people throughout New York City. RTS incorporates the Circle of Courage framework, Belonging, Independence, Mastery, and Generosity, to create safe, supportive, and engaging environments where young people can thrive.

PRIMARY FUNCTION

The Program Director is responsible for the overall leadership, supervision, and day-to-day operation of an assigned RTS program site. Reporting to the Director of Program Operations, the Program Director ensures high-quality program implementation, staff performance, youth safety, regulatory compliance, enrollment and attendance, and strong relationships with families and school partners.

The Program Director directly supervises Assistant Directors, Activity Specialists, and/or Group Leaders and is responsible for creating a safe, organized, engaging, and accountable program environment.

ORGANIZATIONAL ROLE
  • Reports To: Director of Program Operations
  • Direct Reports: Assistant Director(s), Activity Specialists, and/or Group Leaders
  • Classification: Class A – Onsite Essential (Program Staff)
  • Schedule: Full-Time, Monday–Friday; 28 hours per week; occasional evenings/weekends as needed
  • Work Arrangement: Five (5) days onsite at assigned program site(s)
  • Location: 532 W 215th St, New York, NY 10034
  • Compensation: $30.00-$33.00 per hour
RESPONSIBILITIES
Program Leadership & Operations
  • Provide daily leadership and oversight of the assigned program site.
  • Ensure consistent implementation of RTS program standards, schedules, activities, and youth development practices.
  • Maintain a safe, organized, inclusive, and welcoming program environment.
  • Manage daily staffing assignments, transitions, activities, attendance, meals, and dismissal procedures.
  • Communicate staffing, operational, safety, and program concerns to the Director of Program Operations.
Staff Supervision & Development
  • Supervise, coach, and evaluate Assistant Directors, Activity Specialists, Group Leaders, and other assigned staff.
  • Establish clear expectations for professionalism, attendance, youth supervision, communication, and performance.
  • Conduct regular staff meetings, supervision sessions, observations, and performance feedback.
  • Support recruitment, interviewing, onboarding, training, scheduling, and retention of program staff.
  • Partner with Human Resources and the Director of Program Operations regarding performance, attendance, or conduct concerns.
Program Quality & Youth Development
  • Ensure program activities are engaging, developmentally appropriate, and aligned with RTS' mission and youth development model.
  • Monitor lesson plans, enrichment activities, and staff implementation.
  • Promote youth voice, leadership, belonging, social-emotional development, and positive relationships.
  • Observe programming regularly and provide staff with coaching and feedback.
  • Use program data, feedback, and observations to support continuous improvement.
Youth Safety & Compliance
  • Ensure appropriate active supervision of participants at all times.
  • Maintain accurate rosters, attendance records, emergency contacts, and dismissal information.
  • Respond appropriately to incidents, emergencies, injuries, behavioral concerns, and safety issues.
  • Ensure required incident reports and notifications are completed in accordance with RTS procedures.
  • Maintain compliance with applicable DYCD, NYC Public Schools/DOE, DOHMH, SACC, funder, and organizational requirements.
  • Maintain required site documentation, certifications, safety materials, licenses, permits, and postings.
  • Support monitoring visits, audits, inspections, and corrective action plans.
Enrollment, Attendance & Outcomes
  • Maintain enrollment and attendance levels consistent with contractual and organizational expectations.
  • Implement recruitment, enrollment, retention, and attendance strategies.
  • Monitor attendance trends and engage families when concerns arise.
  • Ensure required program data and reports are accurate and submitted on time.
  • Monitor progress toward program goals, deliverables, and performance outcomes.
Family, School & Community Partnerships
  • Serve as the primary site-level representative of RTS with families, school leaders, and community partners.
  • Maintain positive relationships with principals, school staff, families, and other stakeholders.
  • Communicate program expectations, schedules, events, concerns, and accomplishments.
  • Facilitate family orientations, meetings, and engagement activities.
  • Respond professionally to family and partner concerns and elevate significant matters when appropriate.
Organizational Responsibilities
  • Attend required supervisory meetings, trainings, professional development sessions, and organizational events.
  • Collaborate with other Program Directors and departments to support consistent program quality.
  • Implement organizational policies, procedures, and initiatives at the site level.
  • Perform additional duties as assigned by the Director of Program Operations.
QUALIFICATIONS
  • Bachelor’s degree in Education, Youth Development, Social Work, Human Services, Recreation, Psychology, Public Administration, or a related field preferred.
  • Minimum of 3–5 years of experience in youth development, after-school programming, education, community-based programming, or a related field.
  • Prior supervisory or team leadership experience required.
  • Experience managing school-based, after-school, summer, or government-funded youth programs strongly preferred.
  • Familiarity with DYCD, NYC Public Schools/DOE, DOHMH, SACC, or similar youth-program requirements preferred.
  • Strong leadership, organizational, communication, relationship-building, and problem-solving skills.
  • Demonstrated knowledge of positive youth development, active supervision, and youth safety practices.
  • Proficiency with Microsoft Office Suite, Google Workspace, and program/data management systems.
WORKING CONDITIONS
  • This is a Class A – Onsite Essential (Program Staff) position requiring five (5) days onsite at the assigned program site.
  • Must be comfortable working in NYC Public School buildings and community-based program environments.
  • Schedule may vary based on school calendars, program operations, school holidays, summer programming, special events, and organizational needs.
  • Occasional evening and weekend work may be required.
  • Participation in meetings and trainings at RTS Headquarters or other NYC locations may be required.
  • Must be able to actively supervise program spaces, navigate stairs and facilities, and lift or carry materials up to 25 pounds as needed.
