Job summary

The City of Saint Charles seeks a Part Time Animal Control Officer to enforce animal control ordinances and perform routine public safety work in the Community Development Department. This temporary/part-time role handles stray and injured animals, conducts investigations, and supports adoptions and shelter operations.

Requires a high school diploma or GED, MACA certification (or ability to obtain within 6 months), and a valid Missouri driver’s license with about 6 months shelter experience.

Responsibilities

  • Patrols streets to locate stray, abandoned, lost or injured animals.

  • Responds to complaints concerning animal problems or violations of animal control ordinances.
  • Removes dead, injured or dangerous animals from property.
  • Cares for, feeds and houses animals at the animal shelter as needed.
  • Observes animals in custody for indications of disease.
  • Maintains equipment and vehicles.
  • Investigates violations and issues warnings or citations; testifies in court.
  • Assists other city departments regarding animal related incidents.
  • Assists the public in redemption and adoption of impounded animals.
  • Works assigned shift handling emergencies without assistance.

The purpose of this position is to perform routine and complex public safety work in the enforcement of animal control ordinances.

Essential Duties and Responsibilities

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Patrols streets to locate stray, abandoned, lost or injured animals.
  • Captures animals and transports them to the animal shelter.
  • Responds to complaints concerning animal problems or violations of animal control ordinances, including, but not limited to, animals running at large, bites, general nuisances, vicious animals, property damage or injuries.
  • Removes dead, injured or dangerous animals from public and private property.
  • Cares for, feeds and houses animals at the animal shelter on an as-needed basis.
  • Observes animals in custody for indications of disease.
  • Provides maintenance and upkeep for equipment and vehicles.
  • Investigates violations of animal control ordinances and issues warnings or citations as required; appears in court to testify regarding animal control cases. Serves various criminal or civil notices or papers related to enforcement of animal control ordinances.
  • Assists other city departments regarding animal related incidents.
  • Assists the public in redemption and adoption of impounded animals from the kennel.
  • Works an assigned shift using own judgment in deciding course of action being expected to handle difficult and emergency situations without assistance.
  • Carries out duties in conformance with Federal, State, County and City laws and ordinances.
  • Maintains contact with police supervisory personnel to coordinate investigation activities, provide mutual assistance during emergency situations and provides general information about department activities.
  • Appears in court if necessary.
Minimum Training and Experience Required to Perform Essential Job Functions
  • High School diploma or GED equivalent.
  • MACA certification or ability to obtain it within six (6) months of hire.
  • Valid Missouri driver's license.
  • A minimum of 6 months experience handling or caring for animals in a shelter environment or an equivalent combination of training and experience.
Physical Abilities Required to Perform Essential Job Functions
  • The employee is occasionally required to run, overcome physical barriers, subdue animals, use hands to finger, handle or feel objects, tools or controls, reach with hands and arms, climb or balance, stoop, kneel, crouch or crawl, and taste or The employee must occasionally lift, and/or move more than 50 pounds.
  • While performing the duties of this job, the employee frequently works in outside weather. The employee occasionally works near mechanical parts, in high precarious places, with dead or diseased animals, exposed to wet and humid conditions, with little risk for injury other than a risk of animal bite.
