Job summary

Effingham County is seeking a Parks & Vertical Construction Manager to oversee capital projects, parks and recreation infrastructure, from concept through turnover. The role manages consultants, contractors, budgets, schedules, and documentation without requiring a licensed engineer.

The position coordinates with Parks, Facilities, Finance, and other departments to ensure grant documentation, reporting, and compliance. Travel and some evenings may be required.

Parks & Vertical Construction Manager

$80,000 Annually - Salary Exempt

Position Summary

Plans, coordinates, and manages County facilities capital projects, parks and recreation infrastructure, and vertical construction projects from concept through turnover. This is a construction and capital project management role and does not require the incumbent to be a licensed engineer. Provides owner-side project leadership, manages consultants and contractors, controls scope, budget, schedule, quality, and documentation, and coordinates technical engineering or architectural review through appropriately licensed professionals when required.

Essential Functions

Vertical Construction & Facilities Capital Projects

• Manage new construction, renovations, additions, major repairs, building systems improvements, and other facilities capital projects from planning through closeout and turnover.
• Develop project scopes, budgets, schedules, procurement strategies, bid documents, and owner requirements in coordination with user departments and County leadership.
• Coordinate architects, engineers, construction managers, general contractors, specialty consultants, vendors, inspectors, and County stakeholders.
• Review project schedules, submittals, RFIs, pay applications, change requests, punch lists, closeout documents, warranties, and turnover requirements from an owner/project management perspective.
• Monitor construction quality, progress, safety coordination, budget performance, schedule performance, and contractual obligations and elevate material risks to the Engineering Director.

Parks & Recreation Capital Projects

• Manage capital improvements involving parks, athletic facilities, recreation buildings, trails, site improvements, parking, lighting, fields, courts, playgrounds, and related amenities.
• Coordinate project requirements with Parks & Landscape, Recreation, Facilities, Procurement, Finance, and other affected departments.
• Support long-range capital planning by assessing facility and park needs, project feasibility, probable costs, phasing, and delivery options.

Contracts, Budgets, Grants & Project Controls

• Assist with solicitations, scopes of work, consultant and contractor selection, contract administration, and vendor performance for assigned projects.
• Track budgets, commitments, invoices, allowances, contingencies, change orders, schedules, milestones, and closeout requirements.
• Work closely with the Parks & Vertical Construction Project Coordinator to maintain project files, grant documentation, reimbursement support, reporting, schedules, meeting records, and compliance deadlines.
• Ensure projects funded by grants, SPLOST, or other restricted sources maintain documentation necessary for audit, reimbursement, and reporting.
• Provide functional direction and project priorities to the assigned Project Coordinator while the Engineering Director retains overall departmental supervision and personnel accountability.

Coordination & Communication

• Conduct site visits and project meetings and document decisions, action items, schedule concerns, and construction issues.
• Prepare project status reports, cost and schedule updates, presentations, and recommendations for the Engineering Director and County leadership.
• Coordinate permitting, inspections, utilities, accessibility requirements, and occupancy/turnover activities with appropriate departments and authorities having jurisdiction.
• Recognize matters requiring professional engineering or architectural judgment and route them to the Engineering Director, design professional of record, or other appropriately licensed professional.
• Engage directly with residents, facility users, parks patrons, neighborhood groups, and other members of the public regarding parks, facilities, and vertical construction projects; communicate project scope, schedules, impacts, and County processes in a clear and professional manner.

Additional Responsibilities

• Maintain accurate project, contract, permit, budget, grant, correspondence, decision, and technical records in accordance with County requirements and applicable retention standards.
• Perform related duties consistent with the purpose and level of the classification and operational needs.

Supervisory Responsibilities

This position has no formal personnel supervisory responsibility. The position may provide functional direction and project priorities to an assigned Project Coordinator and coordinate consultants and contractors, but those responsibilities do not confer personnel authority over County employees unless separately designated.

Knowledge, Skills, and Abilities

• Knowledge of applicable County standards, project delivery practices, public procurement processes, records requirements, and relevant local, state, and federal regulations.
• Ability to analyze technical, financial, operational, and project information and develop clear, supportable recommendations.
• Ability to read and interpret plans, specifications, contracts, schedules, estimates, reports, permits, and other technical documentation relevant to assigned work.
• Ability to coordinate effectively with County departments, consultants, contractors, regulatory agencies, elected officials, and the public.
• Skill in written and oral communication, project documentation, issue resolution, and presentation of technical information to nontechnical audiences.
• Ability to organize multiple priorities, exercise sound judgment, maintain accurate records, and identify issues requiring escalation or licensed professional review.

Minimum Qualifications

• Bachelor's degree in Construction Management, Building Construction, Architecture, Engineering Technology, Engineering, Project Management, or a closely related field; substantial directly related construction management experience may be considered in lieu of a degree.
• Five (5) years or more of progressively responsible experience managing commercial, institutional, governmental, parks, facilities, or vertical construction projects.
• Demonstrated experience with construction contracts, schedules, budgets, cost controls, change orders, RFIs, submittals, pay applications, inspections, and project closeout.
• Ability to read and interpret construction drawings, specifications, contracts, estimates, and project schedules.
• Knowledge of construction methods, procurement practices, building project delivery, and owner-side project management.
• Valid driver's license.

Preferred Qualifications

• Experience managing public-sector or local government capital projects.
• Certified Construction Manager (CCM), Project Management Professional (PMP), LEED credential, or comparable certification.
• Experience with parks and recreation construction, municipal facilities, SPLOST/grant-funded projects, and public procurement.
• Experience with project management software and construction document management systems.

Work Schedule and Availability

Full-time professional schedule. Capital projects, public meetings, emergencies, construction activities, inspections, deadlines, and operational needs may require travel and work outside normal business hours, including evenings or weekends.

Work Environment

Work is performed in offices, meeting spaces, vehicles, active construction areas, roadways, parks, utility locations, and other County facilities or project sites. Field work may involve exposure to traffic, construction activity, uneven terrain, noise, dust, wetness, humidity, temperature extremes, equipment, and other conditions typical of public infrastructure and capital projects. Appropriate training, personal protective equipment, traffic control, and site-safety procedures are required when applicable.
