Salary Range: Grade E-4 $37.09 to 57.50 per hour; Expected Starting $37.09 to $45.07 per hour, D.O.E.

Overview

Under general guidance and direction from the Parks Director, performs administrative, supervisory, and maintenance duties in the daily operation of parks facilities.

Essential Job Functions

Manages Parks division and supervises full-time and seasonal employees; assists in hiring and training, employee evaluations, disciplinary actions, time‑card management and payroll preparation. Promotes Parks Dept. core values and ensures maintenance standards at City owned parks, open spaces, properties, facilities, detention basins, and public rights of ways.

Represents the Department Director, as needed, at management team, City Council, budget, and public or professional meetings; presents department information. Participates in Professional Association conferences and trainings.

Schedules, assigns, monitors full-time Crew Lead and seasonal employee work; develops department policies, priorities, maintenance schedules, parks maintenance projects, park improvement projects, ensuring daily maintenance needs completed (bathroom cleaning, garbage collection, bowery and picnic table cleaning, mowing and trimming, park inspections, playground maintenance and inspections, and oversight of sprinkler system repair).

Works with Parks Director to plan new and improved parks facilities; manages construction projects; assists in budget preparation; maintains operations within budget; supervises purchase orders. Keeps current on industry products, trends, and innovations.

Coordinates services and assists with community partner events and programs such as Chalk Art Festival, Coats For Kids Car Show, Handcart Days, Summerfest, Freedom Lights Festival, Farmer's Market, Food Truck League, and Community Garden.

Must be available for emergency callouts with required 30‑minute call response time.

Under direction of Parks Director, additional responsibilities may be added or changed at any time.

Knowledge, Skills and Abilities
  • Thorough knowledge of parks management and operation standards, best practices, and relevant city, state, and federal regulations (ADA, EPA, OSHA), capital improvement planning, and personnel management.
  • Knowledge of business management.
  • Considerable knowledge of landscaping, forestry, and related fields.
  • Thorough working knowledge of sprinkler systems.
  • Proficiency in tree care, pruning and arboriculture best practices.
  • Knowledge of interactive water feature equipment including chlorination systems, pumps, valves, filtration devices, gauges.
  • Skill in establishing effective working relationships with staff, department heads, agencies, and the public.
  • Ability to direct, motivate, develop, and evaluate subordinates.
  • Ability to communicate effectively, verbally and in writing.
  • Ability to make well‑thought out decisions within City policies; work calmly under stress.
  • Ability to work in emergency response settings and assist with Police, Fire and Emergency organizations.
  • Proficiency operating a personal computer, word processing, spreadsheet, email, calculator, copy machine, phone, portable radio, and park maintenance equipment.
  • Ability to lift or move up to 50 pounds regularly.
  • Ability to twist, stoop, bend, and climb regularly.
  • Ability to perform related duties as directed.
Qualifications
  • Minimum: bachelor’s degree in landscaping, horticulture, or related field and 5‑7 years of parks maintenance experience, including 3 years supervisory or management, or equivalent experience.
  • Successfully pass a background check, driving record check, and pre‑employment drug test.
Required Licenses and Certifications
  • Valid Utah Driver’s License.
  • Non‑Commercial Pesticides Applicator License with Ornamental & Turf and Vertebrate endorsement within 6 months.
  • Certified Playground Safety Inspector (CPSI) license within 1 year.
  • Certified Pool Operator (CPO) license within 6 months.
