Kings County Public Works Department seeks a confident Parks and Grounds Supervisor to lead crews maintaining our parks and public spaces. The role oversees daily operations, guides staff, coordinates projects, and ensures outdoor areas remain safe, attractive, and well-maintained.

Adequate education and experience are required: a high school diploma and three years of journey-level parks/grounds experience, including lead-worker responsibilities; valid CA driver’s license; and CDL/QAC

Qualifications

  • Equivalent to completion of the twelfth grade.
  • Three (3) years of journey-level experience in the maintenance, repair, and construction of parks or grounds areas and facilities, including at least one year in a lead worker capacity.
  • Possession of a valid California driver’s license at time of appointment; ability to obtain a Class A CDL within 12 months; and ability to obtain a Qualified Applicator Certificate (QAC) within 12 months.

PARKS AND GROUNDS SUPERVISOR

$53,560.00 - $65,353.60 Annually

The Kings County Public Works Department is seeking a confident, motivated Parks and Grounds Supervisor to lead the crews that keep our parks and public spaces thriving. In this role, you’ll oversee daily operations, guide and support staff, coordinate key projects, and ensure our community’s outdoor areas remain safe, beautiful, and well-maintained. Some duties, knowledge, skills, and abilities may be performed in a learning capacity for entry-level (I Level) positions.

  • Plans, organizes, assigns, supervises, and reviews the work of staff and inmate workers involved in a variety of routine and seasonal grounds maintenance and operational activities in the County’s parks and public building areas; trains staff in work procedures; evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; assists in selection and promotion.
  • Participates in the development of goals, objectives, policies, and procedures for assigned services and programs; recommends and implements policies and procedures including standard operating procedures for assigned operations.
  • Monitors activities of the work unit; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process changes; reviews with appropriate management staff; implements improvements.
  • Coordinates assigned services and operations with those of other divisions and outside agencies.
  • Provides staff assistance to management; prepares and presents staff reports and other written materials; supervises the establishment and maintenance of reports, records, databases, and files; ensures the proper documentation of operations and activities.
  • Answers questions and provides information to the public; investigates and responds to complaints and inquiries from citizens, other departments, and agencies; recommends corrective actions to resolve issues.
  • Determines and recommends equipment, materials and staffing needs for assigned operations, projects, and programs; prepares detailed cost estimates; maintains a variety of records and prepares routine reports of work performance; participates in the annual budget preparation.
  • Plans, directs, and assists with construction and landscape projects, routine repairs of plumbing, electrical and irrigation systems, and equipment operations; monitors and controls supplies and equipment; orders materials, supplies and tools; schedules the service, repair, and replacement of tools and equipment; prepares documents for equipment and materials procurement.
  • Inspects parks, grounds, and landscaped areas to determine maintenance needs and documents inspection reports for management review.
  • Plans and designs the installation and repairs sprinkler systems; monitors water usage and usage of equipment for efficiency and productivity.
  • Reads and interprets construction and working blueprints and diagrams.
  • Obtains pesticide and herbicide spraying permits; maintains spray logs in compliance with State and Federal mandates.
  • Uses and maintains a variety of hand, power, and shop tools and test equipment related to work.
  • Plans, directs, and executes safety programs.
  • Assists Superintendent to cover any staff absences.
  • Serves as the Parks and Grounds Superintendent in his/her absence as assigned and authorized.
  • Prepares and maintains a variety of reports and records, including timecards, worksheets, accident reports, maintenance requests, etc.
  • Responds to after-hours calls and performs a wide variety of emergency maintenance/repair tasks.
  • Supervises, transports, and controls inmate trustees including assignment of work, training and instruction in safe, efficient operation and use of grounds maintenance supplies and equipment.
  • Represents the County in meetings with members of other public and private organizations, community groups, contractors, developers, and the public.
  • Ensures staff observe and comply with all County and mandated safety rules, regulations, and protocols; plans and administers monthly safety training programs for staff.
  • Performs related duties as assigned.

EDUCATION AND EXPERIENCE
Education:
  • Equivalent to completion of the twelfth (12th) grade.
Experience:

LICENSES AND CERTIFICATIONS
Licenses:
  • Possession of a valid California driver's license issued by the Department of Motor Vehicles at the time of appointment.
  • Possession of, or ability to obtain within the first twelve (12) months of employment, a valid California Class A Commercial driver’s license, to be maintained throughout employment.
Certifications:
  • Possession of, or ability to obtain within the first twelve (12) months of employment, a Qualified Applicator Certificate (QAC) with a category A-B endorsement issued by the California Department of Pesticide Regulation, to be maintained throughout employment.
SPECIAL REQUIREMENTS

Qualify for security clearance through a background investigation and fingerprint check. Incumbents are required to submit to pre-employment, on-going random and other DOT-mandated drug and alcohol testing as a condition of employment. Qualify for deputization by the County Sheriff’s office. Ability to work a variety of shifts including nights, weekends and holidays; on-call duty on a rotational basis and/or seasonal weekend schedule as assigned. Travel extensively throughout the County to outlying buildings and facilities.
