Job summary

Job Description Summary:

Under general supervision, the Parking Enforcement Officer I plays a crucial role in enforcing parking regulations per the Boulder Revised Code, conducting patrols, communicating effectively with members of the public and other City employees, performing related administrative and operational functions, and performs other duties as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Parking Enforcement Duties



  • Enforce parking regulations per Boulder Revised Code and state laws, including but not limited to the following:


Additional Duties



  • Attends team meetings and professional development training.

  • Provide a supportive role to FEMA ESF#1 & 3 for road closures and access/traffic control during disasters.



MINIMUM QUALIFICATIONS


  • Ability to demonstrate dependability – Works effectively on a team and individually to perform work in an accurate and efficient manner and following standard procedures. Is dependable, reliable, and meets deadlines, especially in difficult situations and during times of stress.

  • Ability to demonstrate detail oriented experience – Has attention to detail, understands and applies Boulder Revised Code, and is organized in field and office work.

  • Ability to demonstrate working as a supportive teammate – Is confident and professional in working with others. Can receive candid feedback and participate in open dialogue with supervisor and peers regarding team dynamics and work plan progress.

  • Ability to work irregular hours, an adjusted schedule, evenings, weekends, holidays, emergencies and/or snow shifts as required. May participate in shifts with Detail Kommander after regularly assigned duties are complete.

  • Knowledge that demonstrates Proficiency in Microsoft Office Suite

  • Valid driver's license and ability to maintain an acceptable motor vehicle record with the ability to drive in all weather conditions.

  • Have and maintain acceptable background information to obtain and maintain CJIS Certification, including criminal conviction history.



PREFERED QUALIFICATIONS


  • Ability to communicate fluently in English and Spanish.

  • Ability to demonstrate experience with AIMS, T2, ParkMobile, GENETEC, and/or other enforcement software.

  • Knowledge and experience working in urban environment or high visitor use areas.

  • Knowledge and experience working with municipal government functions and processes.

  • Knowledge of the Boulder area and community, and the geographic layout of the City of Boulder.

  • State Code Enforcement Certificate.

  • Parking Enforcement and Compliance Professional (PECP) certification

  • State Flagger Certification.

  • Current CPR/AED/First Aid Certification or Emergency Medical Responder Certification.

  • Training in Crisis Intervention (CIT) or conflict resolution.

  • Current OSHA 10 Hour General Industry Course Training.

  • Current Occupational Safety and Health: Blood-Borne Pathogens Certification.

  • Criminal Justice Information System (CJIS) for Computer-aided Dispatch (CAD) Certification.

  • Associate’s degree in criminal justice, sociology, psychology, public administration, or related field.

  • Two (2) year's experience in security, law/code enforcement, military or related experience.



REQUIRED EDUCATION AND EXPERIENCE


  • High school diploma or GED.

  • One (1) year of post-secondary education in criminal justice, sociology, psychology, public administration; or one (1) year of experience in security, law/code enforcement.

  • Ability to obtain and maintain City of Boulder Limited Commission Parking Enforcement Officer status.

WORKING CONDITIONS AND REQUIREMENTS


  • Physical and Mental Effort: High-stress situations involving public interaction and enforcement duties. Outdoor work in various weather conditions, including extreme temperatures. Walking 10 to 15 miles daily, prolonged standing, and occasional office tasks. Walks continuously for up to four hours; uses hand and power tools for routine tasks. Helps with the safe direction of traffic and closure of streets as needed. Requires sufficient speech, hearing, and vision for communication and reviewing documents.

  • Work Environment: Work is performed outdoors with frequent exposure to extreme temperatures. Work is performed year-round with exposure to wet/humid conditions, in and around moving traffic, loud noise, dust, fumes, mist, and chemicals, smoke, ash, and wind. Work includes weekends, nights, holidays, and extended shifts for long calls or special assignments. Adheres to regulations, prevents accidents, and ensures professionalism when confiscating private property (towing).

  • Machines and Equipment used: Operates city vehicles, two-way police radio, city-issued cell phones, Mobile Computer Devices (MCDs), License Plate Readers (LPR), Computer Aided Dispatch (CAD) enforcement technology applications, and Microsoft Office Suite and standard office devices
