Job summary

The City of Flagstaff seeks a Parking Enforcement Officer to safeguard the downtown parking district and ensure a positive experience for residents and visitors. You will patrol by foot, bike, or vehicle, issue warnings and citations, and serve as an ambassador for ParkFlag and the City.

Responsibilities include responding to inquiries, testifying at hearings, maintaining meters and equipment, and supporting officers during events while upholding city codes and safety standards.

Qualifications

  • High school diploma or G.E.D. is required.
  • Valid driver’s license is required.
  • Ability to learn and apply maintenance procedures for digital meter equipment.

Job description

POSITION RESPONSIBILITIES
  • Provides excellent customer service to both internal and external customers. Act as an ambassador of ParkFlag and the City of Flagstaff ensuring a positive customer experience.
  • Safely patrols the City of Flagstaff downtown business district to enforce the city’s parking regulations using a variety of transportation methods, including walking, bicycle, and City vehicle.
  • Observes parking violations and issues warnings and citations in accordance with City code and the comprehensive Parking Management Program.
  • Answers inquiries from the public concerning the city's parking regulations, and directs citizens to the proper authorities for disposition of complaints or inquiries, if necessary.
  • Reports any suspicious activities and safety concerns to commissioned officers.
  • May provide traffic control assistance to regular officers as assigned or needed in connection with special events or emergency situations.
  • Utilizes ParkFlag's enforcement software system to issue parking warnings and citations in accordance with the Comprehensive Parking Management Program.
  • Operate a handheld device on a regular basis in varying weather conditions.
  • Utilizes license plate reader for enforcement activities while operating automobile.
  • Appears and testifies in administrative hearings on parking tickets, utilizing prepared evidentiary reports such as drawings, ticket history, and written documentation.
  • Notifies repeat parking offenders of impending vehicle immobilization by placing Municipal Court issued notices on vehicles in accordance with City ordinance.
  • Applies wheel clamps and immobilization devices of varying types and works with City contracted towing companies during the immobilization and towing process in compliance with City code.
  • Use handheld tools, including wrenches, impact drills, and Sawzall to perform general maintenance tasks within the parking district.
  • Performs general maintenance on pay-to-park equipment, including handheld devices, parking kiosks, and signage.
  • Assist Parking Aide Lead and Parking Aide II with conducting inventory of equipment and supplies.
  • Performs related duties as required.
MINIMUM REQUIREMENTS
  • High school diploma or G.E.D.
  • Valid driver’s license.
DESIRED EXPERIENCE AND TRAINING
  • One (1) year of clerical or office experience, including typing and data entry.
  • Ability to learn and apply general maintenance procedures for digital meter equipment.
OTHER REQUIREMENTS
  • Must possess, or obtain upon employment, a valid Arizona class D driver’s license.
  • Regular attendance is an essential function of this job to ensure continuity.
  • Must recognize and accept the expectation of ethical and law-abiding behavior in both professional and personal life, as an example to the public you serve.
  • Ability to walk parking control routes on a sustained basis, sometimes under adverse weather conditions.
  • Willingness and ability to submit to, and pass, an extensive police background check, including a lie detector and pre- and post- employment drug screening.
  • Must successfully complete and pass a required physical ability test as a condition of performing essential duties.
  • Ability to become certified by ACJIS for computerized inquiries on vehicle registrations.
