Hours: 40 hours per week – schedule includes weekend workdays

GENERAL DESCRIPTION: Directs recreation activities and operations in the park and in the assigned region surrounding the park if applicable, ensuring excellent customer service is provided to all visitors. Manages the lands and facilities of assigned area for the provision of outdoor recreational opportunities for the public, including overseeing the regular maintenance of grounds and facilities. Recruits, hires, trains, and supervises staff. Develops, coordinates, and monitors budgetary and fiscal operations; establishes goals and priorities such as park development, maintenance, and human resources planning. Oversees law enforcement scheduling, ensuring adequate coverage and service for all MWCD guests and the public utilizing MWCD lands and waters.

Tractor, mower, boat, vehicle, plow truck, string trimmer, chainsaw, Microsoft Office Suite, reservation software, finance software, bill pay budget software.

INHERENTLY HAZARDOUS OR PHYSICALLY DEMANDING WORKING CONDITIONS:

JOB DESCRIPTION AND WORKER CHARACTERISTICS:

JOB DUTIES in order of importance

ESSENTIAL FUNCTIONS OF THE POSITION:

  • 30% (1) Supervises Assistant Park Manager, Park Technician(s), Administrative Specialist, Rangers, and Seasonal/Variable Employee classifications (e.g., schedules employee work tasks; assigns work to employees; interviews job applicants; recommends the hiring of job applicants; recommends discipline; adjusts pay assignments of employees; recommends pay assignments; evaluates employee performance; receives grievances or employee complaints; approves employee leave requests; recommends the approval of leave; attends or otherwise participates in meetings in which policy questions are reviewed or discussed; assists with the development of policy; recommends policy changes).
  • 20% (2) Directs all activities of an MWCD lake park and assigned areas. Plans and directs park operations including multi-use trails, campgrounds, nature centers, swimming beaches, picnic shelters, docks, self-operations such as camp stores and boat rental areas. Reviews and approves payroll, administers park budget and fiscal operations, including review of staffing levels and projects costs; tracks expenditures, prepares park budget, prepares and reviews reports, interprets purchasing guidelines, tracks revenue, follows expenditure limits and may set expenditure limits in area of responsibility, monitors budget; facilitates the coordination of communication between other parks, marinas and internal MWCD departments to share equipment and human resources within the district to maximize resources.
  • 20% (3) Ensures accurate use of reservations system and ensures compliance with income processing and record keeping systems. Makes purchases; manages inventory, ensures products are not outdated and orders new merchandise; updates procedures for merchandise sales in camp stores/concession; determines operating hours and recommends campground and other park facility improvements.
  • 15% (4) Oversees the daily operation of all park functions (e.g., Ensures accurate use of reservations system and ensures compliance with income processing and record keeping systems; oversees purchasing and inventory system in park, ensuring that systems are in place to ensure that products sold are not outdated; new products/merchandise is ordered in a timely manner; oversees procedures for merchandise sales in camp stores/concession including operating hours; identifies and implements campground and other park facility improvements following proper policy and procedure; oversees overall maintenance and cleanliness of park facilities and grounds; ensures compliance with MWCD personnel, safety, and operational policies; oversees inspection of park facilities and equipment to ensure safe and proper operations; implements and promotes safety processes and procedures in coordination with the Assistant Park Manager and Safety Coordinator).
  • 10% (5) Participates in park planning including goal setting and suggesting new approaches to improve customer service. Seeks out grants for park related projects, equipment and activities and follows appropriate internal procedures to apply for grants.
  • 5% Maintains required licensures and certification, if any.

Qualifications

QUALIFICATIONS: Possession of a Bachelor’s Degree in parks and recreation management, natural resources management, a related degree or four (4) or more years of assistant park manager experience or related experience; or any equivalent combination of education, experience, and/or training which provides the required knowledge, skills, and abilities to perform the essential functions of this position.

LICENSURE OR CERTIFICATION REQUIREMENTS: Must possess a driver’s license valid in the State of Ohio and must be insurable by MWCD fleet insurance. Possession of or ability to obtain an Ohio Boater Education Certification.
