Job summary

ECC in Hawaii seeks a Pre-Construction Manager for the Pacific Region to lead RFPs, coordinate with BD and Ops, review designs, and develop schedules. The role emphasizes cost-effective proposals and collaboration across teams with travel as needed.

The position focuses on value engineering, risk management, subcontractor prequalification, and ensuring competitive bids while supporting project start-ups and handovers. Occasional travel to Guam and other locations is required.

Qualifications

• Ability to work alone or as part of a team.
• Strong proposal presentation skills to senior leadership.
• Excellent communication and detailed technical writing.
• Proficient in creating accurate construction schedules.
• Ability to read UFGS specs and drawings.
• Experience with pre-construction projects; federal government experience preferred.
• Education: Bachelor's degree in Construction Management, Engineering or related field.

Responsibilities

• Manage the RFP process, prepare go/no-go documents and bond decks.
• Develop pre-construction and construction schedules with milestones.
• Lead value engineering and design changes for best value.
• Coordinate with BD, Ops, and ECC teams on strategies.
• Prequalify subcontractors and analyze bids for final cost proposals.
• Assist in award buy-out and project handover to construction.
