Job summary

Vista Community Clinic seeks a Director of Quality and Compliance to lead the QAPI program, ensure CMS and PACE regulatory readiness, and partner with Medical and Operations leadership. You will drive performance improvement, audits, and policy development across interdisciplinary teams.

The role requires expertise in healthcare compliance, data-driven reporting, and the ability to translate complex requirements into actionable practices.

Qualifications

• Master’s degree in a health-related field or five years of Quality and Compliance experience preferred.
• Five to seven years of quality assurance, process improvement, and compliance work, with Lean knowledge.
• Valid California driver’s license and reliable transportation for travel to meetings and reporting.

Responsibilities

• Lead and manage the QAPI program and compliance with CMS/PACE/state standards.
• Present quality data and reports to senior leadership, Board, and committees.
• Lead Quality Improvement Committees and participate in all QI subcommittees.
• Identify trends and gaps; develop corrective action plans with measurable outcomes.
• Facilitate PIPs and CAPs; ensure sustained results and audit readiness.
• Ensure CMS PACE regulations and accreditation requirements are met.
• Translate regulatory requirements into policies, procedures, and practices.
• Maintain readiness for CMS/state audits and liaison with agencies.
• Conduct internal audits and compliance reviews; manage risk assessments.
• Develop incident reporting, track grievances, and monitor KPIs.
• Educate leadership on regulatory changes and safety/compliance/QI activities.
• Provide Quality and Compliance support at PACE and Corporate levels.

Job Summary

The Director of Quality and Compliance is responsible for leading, overseeing, implementing, and continuously improving the Quality Assurance Performance Improvement (QAPI) program and ensuring organizational compliance with federal (CMS), state, and PACE program regulations. This role drives quality outcomes, regulatory readiness, audit response, and a culture of continuous improvement across interdisciplinary teams. This role serves as a member of the leadership team, partners with the Medical Director and Operations team to support the strategic planning related to quality and compliance initiatives.

Essential Job Functions

• Lead the development, implementation, and evaluation of the PACE Quality Assurance and Performance Improvement (QAPI) program.
• Present quality data and reports to senior leadership, Board, and Quality Committee.
• Lead the Quality Improvement Committees in conjunction with the Medical Director and serve as a member to all QI subcommittees and workgroups.
• Identify trends, gaps, and opportunities; develop corrective action plans.
• Facilitate performance improvement projects (PIPs) and Corrective action plans (CAP) and ensure outcomes are measurable and sustained.
• Ensure compliance with CMS PACE regulations (42 CFR Part 460), state regulations, and accreditation standards.
• Interpret regulatory requirements and translate them into policies, procedures, and operational practices.
• Maintain readiness for CMS/state audits and guide the organization through routine and focused audits and act as primary liaison with regulatory agencies.
• Conduct internal audits, mock surveys, and compliance reviews.
• Manage risk assessment processes and investigate compliance concerns.
• Develop incident reporting systems and ensure timely resolution and reporting.
• Track and trend grievances, appeals, and reportable events and maintain KPIs.
• Proactively educate leadership and associates regarding regulatory issues, new statutes/guidelines and safety/compliance/QI activities.
• Provide Quality and Compliance support at both the PACE and Corporate level.

Qualifications

Minimum Qualifications

• Master’s degree in a health‑related or business administration field or five years of Quality and Compliance experience in a health‑related field preferred.
• Five to seven years of demonstrated experience in quality assurance/process improvement activities/compliance activities and have knowledge of Lean processes in a health‑related field.
• Valid California driver’s license and vehicle insurance; reliable transportation, to travel for meetings and/or to gather information for reporting purposes; minimum two years’ driving experience; no more than 2 violations or a single ticket/accident value at more than 1 point on driving record.

Required Skills/Knowledge/Abilities

• Thorough knowledge of state and federal regulations on Primary Care Clinics, Adult Day Centers, Home Health, HIPAA, and PACE.
• Working knowledge of physical, mental and social needs of the frail elderly population.
• Knowledge of auditing, monitoring, data collection and analysis methods.
• Strong understanding of QAPI, quality metrics, and performance improvement methodologies.
• Knowledge of developing and implementing staff education.
• Must demonstrate the ability to communicate clearly and concisely in oral and written form.
• Competencies needed for this position include strong interpersonal relationship skills, detail oriented, work in collaboration with others, demonstrate a high degree of integrity and personal commitment, possess strong analytical skills, be able to work independently and manage multiple deliverables at the same time.
• Ability to function in a matrix environment and demonstrate a passion to succeed, be self‑motivated, dependable, committed, and a willingness to see a project through to its conclusion.

Pay Range

• $124.00 - $183.00 annually - depending on experience.
