Job summary

Management & Training Corporation (MTC) operates the Joliet Job Corps Center in Joliet, IL, and seeks a leader to direct admissions and career transition services. You will supervise counselors, oversee outreach activities, and ensure compliance with government directives while coordinating with partners.

We require a Bachelor's degree in a related field and strong communication skills, plus relevant supervisory experience.

Qualifications

• Bachelor's degree in human services, psychology, counseling, education, social science, business, communications, or closely related field and two years supervisory experience.
• Excellent written and verbal communication skills and computer proficiency also required.
• Valid driver’s license with an acceptable driving record.

Responsibilities

• Directly supervise admissions counselors, career transition services specialists, and secretary I/quality assurance clerk.
• Manage outreach and admissions and career transition services activities in compliance with directives.
• Plan, coordinate and supervise the administrative and programmatic activities of the department.
• Evaluate staff performance, provide training and implement changes as approved.
• Monitor and control expenditures; review and adjust budget authorizations.
• Develop and implement policies and programs affecting OA and CTS.
• Audit outreach/career offices for contractual compliance and quality of services.
• Oversee admission counselors to ensure recruitment targets are met.
• Direct career transition services and placement follow-up actions.
• Coordinate career transition efforts with placement contractors and government offices.

What you will be doing:

Directly supervises the admissions counselors, career transitions services specialists, and secretary I/quality assurance clerk. Responsible for the management of outreach and admissions and career transition services activities in compliance with government and management directives.

Essential Functions:

• Plan, coordinate and supervise the administrative and programmatic activities of the department
• Evaluate staff performance, provide staff training and implement department and personnel changes as approved by the center director and coordinated with the human resources manager prior to implementation
• Monitor and control expenditures; review and recommend changes to budget authorizations
• Assist in the development and implementation of new policies, procedures and programs affecting outreach and admissions (OA) and career transition services (CTS)
• Assess and audit outreach/career advisor and transition coordinator offices regularly for contractual compliance and quality of services to students and centers. Prepare audit and assessment reports
• Oversee the activities of the admission counselors to ensure recruitment of students is at contracted strength
• Direct the delivery of career transition services, placement of students and former enrollees, and placement follow-up actions
• Coordinate career transition efforts with placement contractors, regional/national DOL offices, military, schools and other job placement agencies
• Track, analyze, and manage contract performance to ensure operation meets performance standards and hold staff accountable for not meeting arrival and/or placement goals.
• Support, promote, and enforce the Job Corps’ Zero Tolerance Policy
• Promote the development of Career Success Standards by modeling appropriate behaviors, mentoring students where necessary and monitoring both positive and negative behaviors through interventions
• Maintain accountability of staff, students and property; adhere to safety practices.

Education & Experience:

• Bachelor's degree in human services, psychology, counseling, education, social science, business, communications, or closely related field, and two years related supervisory experience; or associate’s degree in human services, psychology, counseling, education, social science, business, communications, or closely related field and four years related supervisory experience required
• Excellent written and verbal communication skills and computer proficiency also required
• Valid driver’s license with an acceptable driving record.
