Job summary

Deloitte's Government & Public Services (GPS) team seeks a Senior Consultant to lead Oracle HCM Cloud Time & Labor and Absence implementations for large public sector programs. You will guide workshops, ensure design best practices, and coordinate cross-functional delivery to achieve milestones.

You will manage stakeholder communications, document functional requirements, and drive successful transitions to steady-state support while navigating security, payroll, and reporting dependencies.

Qualifications

• 5+ years of experience delivering Oracle HCM solutions.
• 1+ years of experience leading the full life cycle implementation of Oracle HCM Cloud Time & Labor and/or Absence module(s).
• Ability to obtain and maintain the required Public Trust clearance for this role.
• Bachelor's degree.
• Ability to travel up to 50%, on average, based on the work you do and the clients and industries/sectors you serve.
• Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Responsibilities

• Facilitating requirements and design workshops, guiding solution design and best practices, and managing risks and stakeholder communications while ensuring alignment with compliance, policy, and operational requirements.
• Driving high-quality functional documentation and disciplined delivery to minimize rework and support traceability.
• Anticipating and managing cross-functional impacts across HR, security, reporting, and integrations.
• Supporting change management, cutover, training, and transition to steady-state support to promote user adoption and successful business outcomes.
• Applying knowledge of integrations, security, reporting, payroll, benefits, and finance dependencies to guide solution decisions and delivery planning.
• Directing cross-functional teams across functional, technical, integration, data conversion, and testing workstreams to ensure quality delivery, timely issue resolution, and milestone achievement.
• Partnering with public sector business stakeholders supporting large workforces to define requirements, redesign processes, and translate business needs into scalable Oracle solutions.
• Leading the end-to-end implementation of large-scale Oracle Time and Labor & Absence solutions, including planning, design, configuration oversight, testing, deployment, and post-go-live stabilization.
