POSITION SUMMARY:
The principal function of an employee in this class is to plan and supervise Wastewater Treatment Plant operations, including planning, directing, and reviewing the work of the Water Renewal Facility Operators to ensure safe and efficient plant operations. The work is performed under the supervision and direction of the Plant Superintendent and Plant Assistant Superintendent, but considerable leeway is granted for the exercise of independent judgment and initiative. This class is distinguished from the class of Water Renewal Facility Lead Operator by the broader scope of responsibility involved in supervising the work of Wastewater Treatment Plant Operators I and Lead Operator. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with Plant Superintendent and Plant Assistant Superintendent, other City employees, and the public.
ESSENTIAL FUNCTIONS:
- Plans, supervises, and evaluates the work of assigned personnel, including providing approval for the selection of staff, monitoring work schedules, interviewing for new or vacant positions, providing direction when necessary, disciplining as required, managing conflict, and recognize employee performance when appropriate; or makes recommendations which are given particular weight about the change of status of other employees;
- Provides lead direction and training to plant personnel in proper operational and safety procedures;
- Oversees plant operations to ensure all work is completed in a timely and efficient manner, and in accordance with established rules and regulations to ensure safe and continuous operation of the Wastewater Treatment Plant;
- Collects water samples and sludge at scheduled time intervals, and conducts tests on samples to determine plant efficiency and compliance with EPA and State regulations;
- Maintains complete and accurate records of plant operation functions, tests, results, and maintenance work performed in accordance with prescribed policies and procedures as required;
- Operates a variety of mechanical equipment to regulate the flow of wastewater through various treatment processes, and to ensure the production of effluent water;
- Performs treatment analysis and processes control tests;
- Adjusts equipment to maintain treatment parameters, and to maintain even flows to ensure maximum efficiency of plant equipment;
- Inspects plant equipment, and reports any failures or operating difficulties to designated personnel as required;
- Performs basic maintenance of plant equipment to ensure compliance with established standards, including cleaning, lubricating, and making minor repair as necessary;
- Technical Expertise and Usage- Ability to comprehend complex technical topics and specialized information. Acquiring and applying technical and functional knowledge in a technological area of specialty.
REQUIRED EDUCATION, EXPERIENCE, & LICENSE/CERTIFICATIONS:
- High School Graduate or General Education Degree (GED): Required
- Preferred associate degree (two-year college or technical school) in environmental studies, biology, chemistry or a closely related field.
- Considerable knowledge as a Wastewater Treatment Operator. And/or any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.
- Wastewater Class 2 License minimum
- Wastewater Class 3 License within one year of acceptance of this position.
- Valid State of Idaho Driver's License
- Must live within a 30-minute response time of the wastewater treatment plant.
REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
- Substantial knowledge of the basic principles and practices of wastewater treatment plant operations.
- Substantial knowledge of the proper and efficient operation of plant equipment.
- Substantial knowledge of primary, secondary, and tertiary treatment processes and related laboratory tests.
- Substantial knowledge of the use and maintenance of related hand and power tools.
- Substantial knowledge of established the basic principles of record keeping.
- Substantial knowledge of Federal, State, and City safety rules, regulations, policies, and procedures.
- Substantial knowledge of mathematics, physics, and fluid flow to ensure accurate and efficient measurements and calculations.
- Substantial knowledge of related electrical and electronics principles and troubleshooting techniques.
- Ability to keep immediate supervisors and designated others accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
- Ability to respond to citizens' questions and comments in a courteous and timely manner.
- Ability to communicate and coordinate regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
- Ability to be punctual and timely in meeting requirements of performance, including attendance standards and work deadlines.

- Ability to analyze mathematical and physical data in an efficient and precise manner.
- Ability to collect, test, and analyze water samples.
- Ability to work all shifts on a rotating basis.
- Ability to work in an outdoors environment over extended periods of time in a variety of terrains and weather conditions.
- Ability to work with hazardous chemicals and high voltage electricity in a safe and proper manner.
- Ability to establish and maintain effective working relationships with assigned supervisors, other City employees, and the public.
- Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.
- Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language.
- Ability to understand and follow oral and/or written policies, procedures, and instructions, use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions, and prepare and present accurate and reliable reports containing findings and recommendations.
WORK ENVIRONMENT:
- Work is performed in a wastewater treatment plant environment, with potential exposure to hazardous chemicals, airborne pathogens, and high voltage electricity. Proper safety protocols and personal protective equipment must be adhered to at all times.
