Duties and Responsibilities

  • This position is responsible for ensuring quality and excellence by managing and evaluating the day-to-day operations of the Bureau of Dealer Services – Deland Office (Brevard, Seminole & Volusia counties). This level of excellence is accomplished by overseeing daily operations, managing Supervisors, assisting with training and meeting productivity goals, providing administrative oversight, seeking and implementing process improvement opportunities and actively providing community outreach to help achieve the Bureau’s desired objectives and goals.
  • The Operations Services Manager (OSM) works closely with Tax Collector Offices, Dealer and Manufacturer Associations and our Law Enforcement partners to answer questions, provide training, resolve issues, and continually improve operations and services being provided.
  • The OSM provides leadership, guidance and oversight by establishing performance expectations, scheduling and monitoring work activities, tracking and reporting process improvement and ensuring accountability. This includes update and implement policies and procedures, process Dealer License Issuance, Titles and Registrations in a timely manner, manage and process Consumer Complaint Investigations, and Compliance Enforcement, and coordinate promotional activities and related work or special projects as assigned for the region.

Knowledge, Skills, and Abilities

  • Professional work experience overseeing professional operational activities to include monitoring and ensuring productivity, quality or other program standards are met.
  • Professional work experience supervising other employees to include scheduling workload, training and mentoring staff, and conducting performance reviews.
  • Professional work experience interpreting and applying laws, rules, regulations, policies and procedures.

Preferred Qualifications

The ideal candidate will have 2 or more years’ experience in the following areas documented in their application:

  • Ability to work with minimal supervision and effectively manage, mentor and monitor staff.
  • Effective communication skills, both written and verbal, to include the ability to effectively conduct meetings, provide successful training and present your ideas, plans and recommendations verbally and in writing.
  • Excellent customer service skills and the ability to establish effective working relationships with others.
  • Effective organization, multi-tasking and time management skills to include the ability to effectively delegate work assignments and ensure deadlines are met even under difficult situations.
  • Knowledge of and ability to write, interpret and apply laws, rules, regulations, policies and procedures.
  • The ability to prepare reports and analyze data.
  • The ability to analyze, process and implement process improvements.
  • Experience working with the dealer service industry including tax collector, DMV and/or dealer services offices.
  • Knowledge of the automotive industry.
  • Experience in performing/overseeing formal investigations and investigative report writing.
  • Applies safety, inspection and regulatory standards to protect people, property and data.
  • Experience using Microsoft Office including Word and Excel.

Job Related Requirements

  • This position requires the incumbent to have and maintain a valid driver’s license in good standing. This means there can be no cancellations, suspensions, or revocations for a minimum of three years prior to employment and for the duration of employment. There can be no more than three chargeable crashes or any violation of Chapter 316, Florida Statutes, during any consecutive three-year period prior to and throughout employment.
  • The position you are applying is subject to a Level 2 background check, along with Criminal Justice Information System (CJIS) clearance, to include a fingerprint-based check of the criminal records of the FBI, as a condition of employment pursuant to Chapter 110.1127, 435 and 943, Florida Statutes. Please note that, since this position requires CJIS clearance, the Department will have access to all an applicant’s criminal and juvenile delinquency records, even those that have been sealed or expunged.
  • Flexible work schedule that may include evenings and weekends and responding to emergency situations as they may arise.
  • Able to lift boxes/equipment up to 20 lbs and sit, stand, squat and bend as needed to complete inspections.
  • Overnight travel, as needed.

General Information

  • The state of Florida hires only U.S. citizens and lawfully authorized alien workers. All selected applicants are required to provide identification and either proof of U.S. citizenship or proof of authorization to work in the U.S. The Florida Department of Highway Safety and Motor Vehicles (FLHSMV) does not participate in employment sponsorship for work visa status (e.g., H-1B) or for Curricular Practical Training (CPT) or Optional Practical Training (OPT, STEM OPT).
  • Applicants being considered for employment will be required to submit to a fingerprint-based background investigation, which will include a check of the criminal history records of the FBI. Fingerprints and associated information/biometrics will be retained in the FBI’s Next Generation
  • Identification (NGI) system and fingerprints may continue to be compared against fingerprints submitted to or retained by NGI.
  • In accordance with Section 110.1128, Florida Statutes, male applicants who were required to register with the Selective Service System must provide proof of registration or documentation verifying exemption status during the hiring process.
    The elements of the selection process may include a skill assessment and/or oral interview.
  • FLHSMV employees are paid once a month on the last workday of each month. All state employees are required to participate in the direct deposit program pursuant to s. 110.113 Florida Statutes.
