Job summary

The GARRETT GROUP is seeking an Operations Research / Systems Analyst (ORSA) to support USSTRATCOM's JETARS program. The role involves applying advanced quantitative methods, developing innovative analytical methodologies, and delivering decision-quality insights to inform senior leaders within the strategic deterrence enterprise.

The candidate will collaborate with planners, data scientists, and SMEs, using Python and R to develop models, run analyses, and produce executive briefs.

Qualifications

  • Requires a minimum of 10 years applying operations research methods and quantitative analysis.
  • Proven expertise in modeling, simulation, statistical analysis, and optimization methods.
  • Experience in cross-functional analytical teams delivering decision support products.
  • Ability to develop innovative analytical approaches to complex challenges.
  • Experience delivering analytical projects within defined timelines and resources.
  • Proficiency in Python and R for data analysis, modeling, and statistics.
  • Familiarity with Agile methodologies and iterative development processes.
  • Bachelor's degree or higher in a related field.
  • Active Top Secret/SCI clearance with eligibility for NC2/ESI and SAP access (or ability to obtain).

Responsibilities

  • Apply advanced operations research methods to define, structure, and solve complex analytical problems supporting USSTRATCOM campaigns and risk assessments.
  • Develop, adapt, and apply quantitative models using optimization, simulation, statistics, and system dynamics.
  • Collaborate with planners, analysts, data scientists, and SMEs to produce integrated assessments.
  • Design new analytical approaches to address challenges across deterrence, nuclear operations, and global strike domains.
  • Execute analytical studies within defined cost, schedule, and performance constraints.
  • Develop data collection methods including surveys, elicitation, and automated data extraction.
  • Utilize Python and R for analysis, modeling, and data processing.
  • Support Agile workflows including sprint planning and backlog refinement.
  • Produce high-quality written products and executive briefings communicating findings and methodologies.
  • Coordinate with USSTRATCOM J7 and interagency partners to provide quantitative support.

Position: Operations Research / Systems Analyst (ORSA)
Position Overview

The GARRETT GROUP is seeking an Operations Research / Systems Analyst (ORSA) to support the United States Strategic Command (USSTRATCOM) Joint Exercises, Training, and Assessment Directorate (J7) under the Joint Exercise, Training, Assessment and Related Support (JETARS) contract.

The ORSA serves as a senior analytical expert applying advanced quantitative methods and operations research techniques to support USSTRATCOM's campaign and strategic assessment mission. The selected candidate will develop innovative analytical methodologies, lead cross-functional study efforts, and deliver decision-quality insights to inform senior leader decision‑making across the strategic deterrence enterprise.

Key Responsibilities
  • Apply advanced operations research methods to define, structure, and solve complex analytical problems supporting USSTRATCOM campaign and risk assessments.
  • Develop, adapt, and apply quantitative models using techniques such as optimization, simulation, statistical analysis, and system dynamics.
  • Collaborate with planners, intelligence analysts, data scientists, and SMEs to produce integrated, actionable assessments.
  • Design and implement new analytical approaches and methodologies to address complex mission challenges across strategic deterrence, nuclear operations, and global strike domains.
  • Execute analytical studies within defined cost, schedule, and performance constraints, delivering high-quality outputs.
  • Develop and apply data collection methods, including surveys, structured elicitation, and automated data extraction.
  • Utilize Python and R to perform statistical analysis, model development, and data processing.

Required Qualifications

  • Bachelor's degree or higher in operations research, data science, mathematics, engineering, computer science, or a related field.
  • Active Top Secret/SCI clearance with eligibility for NC2/ESI and Special Access Program (SAP) access (or ability to obtain within required timeframe).
Preferred Qualifications
  • Experience supporting USSTRATCOM assessments, exercises, or strategic deterrence analysis.
  • Familiarity with Joint Risk Assessment Methodology (JRAM) and advanced OR techniques (e.g., Bayesian networks, system dynamics modeling tools such as "Vensim").
  • Experience with data visualization tools such as Tableau or Power BI.
  • Experience developing machine learning models or AI/ML pipelines.
  • Prior experience supporting USSTRATCOM J7 or Combatant Command assessment teams.
