The New York Power Authority (NYPA) is seeking an Operations Manager for SENY to lead safe, reliable plant operations and asset management. You will supervise teams, manage budgets, and drive performance improvements across one or more generating facilities in New York State.

Accountable for the daily management and coordination of NYPA’s overall operations, including Overseeing, monitoring, and evaluating the operational performance; directing the preparation of operating budgets and proposals for capital expenditure and investments in infrastructure, technology, equipment, systems, or other assets and resources; analyzing and approving operational investments that best meet the organization’s business needs. Manages has responsibilities across multiple disciplines within the Operations job family.

The Operations Manager is responsible for the safe, reliable, and efficient operation of one or more electric power generating plants and associated assets. This role ensures high plant availability through operational excellence and effective asset management practices. The Operations Manager also ensures that all NYPA assets comply with applicable NYPA policies and regulatory requirements for safety and environmental protection. The position is accountable for the daily management and coordination of NYPA’s operational activities, including overseeing, monitoring, evaluating plant performance and providing appropriate solutions. Responsibilities include supporting the development of operating budgets and proposals for capital expenditures, as well as recommending investments in infrastructure, technology, equipment, and systems that support organizational needs. The Operations Manager analyzes and provides recommendations for operational investments, workforce management while being available during off hours to support operation’s needs. The role is responsible for supervising operations management personnel and unionized employees and may oversee activities across multiple disciplines within the Operations job family.

Responsibilities

• Develop and update Capital and Recurring, Non-Recurring, and Emergent O&M budgets.
• Submit, Track and update Accruals, and report on budget Variances.
• Develop Project and CEAR requests and justification.
• Develop detailed scope, budget and schedule, including Operation, Contractor Maintenance and Contractors.
• Manage relationships, coordination and execution of Project Management Non Recurring and Capital Projects.
• Responsible for the entire coordination and program management of ALL FDNY Programs that NYPA participates at the 500MW Plant.
• Responsible for operations and maintenance cost control through review and management of budget, contracts, purchases and project timing.
• Ensure equipment is maintained to achieve and sustain high ISO Performance.
• Ensure equipment is operated properly and identify, recommend and institute new operating procedures and processes.
• Implement Operating, Hold Off, and Safety Permit Procedures for maximum safety of plant personnel and equipment.
• Recognize and direct corrective action for abnormal conditions.
• Work closely with key suppliers on critical equipment performance and product development.
• Manage relationships and communication with external entities including, but not limited to environmental agencies, safety, security, peer utilities, etc. Ensure maintenance is performed as planned and scheduled according to Priority Level and Equipment Criticality designations.
• Manage and ensure the development of job plans and work orders, including Job Safety Analysis (JSA’s).
• Ensure and help with the development and tracking of standing work orders (SWO).
• Monitor and work with contractors to improve safety performance.
• Conduct root cause analysis for significant events and take corrective action.
• Provide ongoing field support, monitor progress, quality and follow-up on completion of field jobs.
• Interface with and build relationships with Energy Control Center (ECC) Outage Coordinator, ECC Senior System Operator and Energy Resource Management (ERM) Traders.
• For major outages, ensure contractors execute obligations of the contract within budget and safety guidelines. Participate in resolution of critical path decisions in the execution of major contracts.
• Ensure MAXIMO is fully utilized for all planning, scheduling and reporting activities.
• Ensure compliance with all regulatory and NYPA standards for environmental protection.
• Manage personnel effectively and in compliance with NYPA policy.

Additional Responsibilities for SENY location:

• Manage long term SENY customer contracts.
• Direct maintenance efforts.
• Direct Outage management (without services from Project Management).

Knowledge, Skills and Abilities

• Thorough understanding of gas and steam turbines, operation and maintenance requirements as appropriate for assigned location.
• Highly skilled in personnel management.
• Strong communication skills to effectively interact with all levels both within and outside of NYPA.
• Able to negotiate with outside agencies, contractors and suppliers.
• Good working knowledge of capital and O&M budgets.
• Familiar with MAXIMO systems and procedures.
• Knowledgeable of the NYPA organization and utility industry.
• Demonstrated high level of leadership and supervisory skills.

Additional KSAs for SENY location:

• Familiarity with Siemens and /or G.E. gas turbines.
• Experience with fossil related water quality and chemistry issues.
• Experience with dual fuel gas turbine operation.
• Experience with combined cycle plants preferred.
• Knowledge of Hazardous materials, Ammonia, Glycol, R-22 and the associated Environmental regulations.

Education, Experience and Certifications

• Bachelor of Science in engineering or its equivalent or an additional 4 years of power plant experience.
• Minimum 5 years power plant operations experience including high voltage switchgear preferred.
• Minimum 3 years’ experience as a First Line Supervisor.

Physical Requirements

• Up to 20% travel primarily within NY State.
• Protective equipment must be worn in the performance of some duties.
• Work with hazardous materials may be required.
• Ability to access all areas of the plant and conduct physical evaluations of grounds and equipment including ability to climb and work at high elevations. Ability to perform physically demanding work while wearing a respirator.
• Extended working hours with the possibility of weekend and holiday work, as required by schedules, workload, and plant conditions.
• Able to lift/move objects weighing in excess of 40lbs.

The salary offered will be determined based on the successful candidates’ relevant experience, knowledge, skills, and abilities.
