Kingwood area energy firm is seeking a Regulatory Compliance Operations Specialist who will manage, execute, and safeguard all regulatory and compliance activities for our onshore oil and gas assets. This role serves as the company’s primary liaison to state and federal agencies, with a heavy emphasis on the Railroad Commission of Texas (RRC). The ideal candidate will possess deep technical knowledge of Texas drilling, production, injection, and well-lifecycle regulations, ensuring compliance while actively working to maximize asset value, production allowables, and tax incentives.

Key Responsibilities

Core Regulatory Filings & Operational Permitting

• Prepare, review, and execute all RRC-regulated oil and gas activity forms to maintain active corporate operating status.
• Manage corporate P-5 Operator Renewals and financial assurance requirements.
• Secure critical operational waivers and permissions, including Surface Commingling applications.
• Monitor and execute compliance workflows regarding HB 2259 and SB 1150 for inactive well obligations, tracking extensions, and coordinating bonds.
• Monitor Texas field proration rules to secure and protect maximum allowable production limits under RRC allocation formulas.
• Act as a rapid-response liaison to resolve agency-issued production severances, well shut-in commands, and overproduction notices to minimize operational downtime.
• Expedite GAU Surface Casing letters to accurately establish the base of usable-quality water constraints prior to rig spudding.
• Manage compliance for mature assets by preparing and filing Form H-15 profiles to satisfy mechanical integrity verification protocols for wells older than 25 years.
• Track and process W-3 (Plugging) Certifications and W-3A oversight for end-of-lifecycle assets.
• Ensure accurate and compliant data uploads to public-facing data portals, including Frac Focus.
• Formulate and execute Texas Severance Tax Incentive applications and Natural Gas Policy Act (NGPA) filings to minimize tax liability and maximize asset payouts.
• Provide recurring and ad hoc reports to the Operations Manager and Accounting Department regarding monthly operations.
• Purchase signage for wells, leases, and tank batteries.
• Update Sir Valence as necessary regarding new wells and well status changes.

Required Qualifications & Skills

• Experience: Minimum 3–5+ years of direct experience handling regulatory compliance for an onshore Texas oil and gas operator, or equivalent experience working within the Railroad Commission of Texas.
• Regulatory Expertise: Master-level familiarity with the Railroad Commission of Texas (RRC) rules, forms, and online filing interfaces.
• Technical Literacy: Ability to read and interpret well completion data, casing configurations, and basic lease/plat maps.
• Software Proficiency: Strong proficiency in Microsoft Office (specifically heavy data entry and formulas in Excel), online regulatory registries, and Frac Focus.
• Interpersonal Skills: Exceptional communication skills with a proven track record of effectively collaborating with field superintendents, drilling/production engineers, landmen, and state agency inspectors.
• Attributes: Highly organized, detail-oriented, and self-driven with the ability to manage strict recurring regulatory deadlines.
