Job summary

Odevo AB, in partnership with Capitol Properties, seeks an Onsite Property Manager for a high-rise community in Florida. You will lead day-to-day operations, coordinate vendors, and ensure compliance with governing documents and laws while balancing financial stewardship and resident satisfaction.

The role requires five-plus years in community association or property management, strong leadership, and experience with life-safety systems and capital projects.

Qualifications

  • High school diploma or equivalent required; college degree preferred.
  • At least five years of progressively responsible community association or property-management experience, including onsite high-rise operations, staff leadership, service contracts, and vendor management.
  • Demonstrated experience overseeing high-rise building systems, life-safety compliance, emergency response, elevator operations, and capital projects in an occupied community.
  • Current Florida CAM license, where required for the portfolio.
  • Valid Florida driver’s license.
  • Strong customer-service orientation and ability to read, analyze, and interpret technical documents, leases, and regulations.
  • Proficiency with Microsoft Office applications and property-management systems.
  • Ability to respond promptly to emergencies.
  • Bilingual English/Spanish skills may be required for certain locations.

Responsibilities

  • Demonstrate a professional, service-oriented approach in all interactions with board members, residents, owners, vendors, coworkers, and the public.
  • Serve as the primary contact for the onsite high-rise property and fulfill contractual management obligations.
  • Oversee life-safety systems, including inspections, testing, records, and certifications.
  • Lead fire drills, evacuation planning, and emergency preparedness training.
  • Direct elevator service contracts and related compliance tasks.
  • Manage 24/7 onsite operations across multiple shifts and maintain post orders.
  • Oversee move-ins/outs and vendor coordination with access and noise controls.
  • Oversee central mechanical and amenity operations (chillers, pumps, pools, etc.).
  • Lead capital projects with bid analysis, funding recommendations, and resident communications.
  • Coordinate with the Board and developers to manage community operations and practical solutions.
  • Prepare operating budgets and monitor financial performance, including monthly statements and variances.
  • Prepare management reports, board packets, and contractor communications.
  • Plan and conduct board meetings following Robert’s Rules of Order as needed.
  • Maintain organized property files and supervise on-site staff and contractors.
  • Ensure contract compliance and insurance documentation for vendors.
  • Stay current with laws, governing documents, and community policies.
  • Assist with resident move-ins/orientations and explain services and rules.
  • Respond to inquiries via phone/email in a timely, professional manner.
  • Process and track violations, work orders, and applications per association requirements.
  • Monitor aging reports and coordinate collections per Board direction and law.
  • Maintain awareness of cash balances and support capital planning.

About the role

The Onsite Property Manager provides visible, hands-on leadership and day-to-day oversight for an assigned high-rise community association and its building operations. This role serves as the primary liaison among the Association Board of Directors, residents, vendors, Capitol Property Management, and internal support teams, ensuring each property is operated professionally, efficiently, and in accordance with governing documents, contracts, applicable laws, and management agreements.

This position is central to the safe, continuous operation of an occupied high-rise community. The Property Manager must balance financial stewardship, customer service, operational oversight, and board support while managing competing priorities. Strong communication, leadership, organization, decision-making, and relationship-management skills are essential.

Key responsibilities
  • Demonstrate a professional, responsive, service-oriented approach in all interactions with board members, residents, owners, vendors, coworkers, and the public.
  • Serve as Capitol Property Management’s primary point of contact for the assigned onsite high-rise property and fulfill all contractual management obligations.
  • Oversee high-rise life-safety systems—including fire alarm, sprinkler and standpipe systems, fire pumps, emergency generators, and smoke-control systems—ensuring inspections, testing, records, and certifications remain current.
  • Lead annual fire drills, evacuation planning, emergency-preparedness training, and coordinated emergency response with building staff, vendors, and public-safety agencies as appropriate.
  • Manage elevator service contracts, state certificates of operation, modernization projects, and written elevator-entrapment response procedures.
  • Direct 24/7 onsite operations across multiple shifts, including front desk, security, valet, and engineering teams; maintain written post orders and consistent after-hours service standards.
  • Administer move-in, move-out, and unit-renovation processes, including freight-elevator scheduling, loading-dock access, common-area protection, and enforcement of approved work- hour and noise requirements.
  • Oversee central mechanical plant and amenity operations, including chillers and cooling towers, booster pumps, trash chutes, garage ventilation, and permitted pool and fitness facilities.
  • Lead major capital projects in an occupied building, including bid analysis, funding recommendations, phased scheduling, resident communication, and project oversight.
  • Partner with the Association Board of Directors and, when applicable, the developer to manage community operations, identify issues, and facilitate practical solutions.
  • Prepare annual operating budgets and monitor financial performance throughout the year.
  • Review and distribute monthly financial statements; analyze budget variances, cash position, receivables, and collection strategies; and provide clear recommendations to the Board.
  • Prepare management reports, board packets, action plans, bid analyses, presentations, and other professional correspondence as needed.
  • Plan, prepare for, and facilitate board and committee meetings as assigned, including conducting meetings in accordance with Robert’s Rules of Order when required.
  • Maintain complete, accurate, and well-organized property files, records, correspondence, and documentation in accordance with company procedures and retention requirements.
  • Supervise on-site staff; set expectations, coach performance, promote teamwork, and support compliance with workplace and safety standards.
  • Develop scopes of work, evaluate vendor performance and service needs, negotiate contracts, and monitor contract compliance.
  • Ensure vendors maintain required insurance certificates, licenses, and other documentation, including naming the Association and Capitol Property Management as required by contract or policy.
  • Maintain current knowledge of applicable statutes, regulations, governing documents, policies, and procedures for each assigned community.
  • Coordinate resident move-ins and orientations as applicable; explain available services, policies, and community rules.
  • Respond to telephone calls, emails, and written correspondence accurately, professionally, and within established response-time expectations.
  • Process and track violations, work orders, architectural review applications, lease applications, and sale applications in accordance with association requirements.
  • Monitor aging reports and coordinate timely collection activity and legal escalation, consistent with Board direction and applicable law.
  • Maintain awareness of operating and reserve cash balances and support cash-flow planning for capital improvements and major projects.
  • Maintain equipment maintenance logs, inventories, and preventive-maintenance documentation as applicable.
  • Maintain current association communications, which may include newsletters, websites, menu boards, or other resident-facing materials.
  • Attend required company, client, training, and manager meetings.
  • Perform other related duties as assigned.
