Chitra is seeking a highly qualifiedOE/OPFOR CTC Modernization Planner to support the Combat Training Center (CTC) Modernization Program in coordination with U.S. Army Pacific (USARPAC), the Army Transformation and Training Command (T2COM), and other key Army stakeholders. This position plays a critical role in shaping the future of Army training by integrating emerging operational environment (OE) threats and opposing force (OPFOR) capabilities into live, virtual, and constructive training environments.

The successful candidate will provide expertise in Army training, capability development, requirements integration, and modernization efforts to ensure Army training remains realistic, relevant, and aligned with evolving global threats.

Key Responsibilities
  • Support the CTC Modernization Program through direct coordination with USARPAC, T2COM, and Army modernization stakeholders.
  • Develop and deliver executive-level information papers, decision briefs, presentations, and modernization recommendations.
  • Synchronize OE/OPFOR modernization requirements across Army organizations and external partners.
  • Assist government leadership in developing requirements for future OPFOR live-training capabilities that replicate emerging adversary threats.
  • Conduct open-source and classified research on current and emerging threat capabilities.
  • Assess the impact of adversary developments on Army training realism, relevance, and readiness.
  • Analyze capability gaps and recommend modernization initiatives to improve training effectiveness.
  • Support capability development, portfolio management, and staff action processes.
  • Coordinate with operational, training, doctrine, and acquisition communities to align modernization efforts.
  • Participate in planning and support activities associated with the Joint Exercise Life Cycle (JELC).
Required Qualifications
  • ActiveSecret Security Clearance.
  • Minimum5 years of experience supporting Army or Joint training organizations.
  • Background inArmy programmatics, acquisition, modernization, or requirements development.
  • Experience managing portfolios and coordinating staff actions.
  • Expert knowledge of Army and Joint training principles, methodologies, and program execution.
  • Strong understanding of military operations, doctrine, planning processes, tactics, techniques, and procedures (TTPs).
  • Knowledge of force structure and training design methodologies.
  • Experience supporting military exercises, collective training events, or exercise design.
  • Proficiency with Microsoft Office Suite, including PowerPoint, Word, and Excel.
  • Exceptional written and verbal communication skills, including the ability to brief senior leaders.
  • Ability to perform effectively in dynamic environments with evolving requirements.
Desired Qualifications
  • Military Education Level (MEL) 4 qualified.
  • Experience serving on a3-Star headquarters staff or higher.
  • Experience in capability development and force modernization initiatives.
  • Experience supporting or facilitating the Joint Exercise Life Cycle (JELC).
  • Previous experience as a Collective Trainer, Exercise Planner, or Exercise Designer.
  • Familiarity with Army Transformation initiatives and Combat Training Center operations.
