Job summary

Blue Cross of Idaho is seeking an Analyst to support the OCIO by analyzing IT operating processes, governance routines, and performance metrics. You will coordinate across cross-functional stakeholders to ensure transparency and alignment across IT, finance, and vendors.

Responsibilities include developing dashboards, standard templates, and reporting for leadership decision-making; supporting budget planning, forecasting, and cost transparency; and maintaining OCIO documentation and governance

Qualifications

• Bachelor’s Degree in a relevant technical or business field; or equivalent work experience.
• 3-5+ years of experience as an Analyst or similar role supporting technology teams, financial reporting, vendor management, and IT governance.

Responsibilities

• Determine operational objectives, gather information, and evaluate IT requirements.
• Analyze, model, document business processes, systems requirements, governance processes, and workflows.
• Evaluate impacts of changes to IT systems, processes, policies, and operating models.
• Recommend improvements to processes, standards, tools, and operating practices to enhance transparency and performance.
• Support development and management of OCIO governance frameworks, charters, and documentation.
• Prepare materials for governance forums, including agendas, logs, and follow-ups.
• Maintain centralized OCIO documentation repositories.
• Support development of KPIs, metrics, and dashboards across IT.
• Collect, validate, and analyze data to evaluate performance and vendor outcomes.
• Prepare reports and updates for leadership decision-making and reviews.
• Assist with financial governance tasks including budget forecasting and variance analysis.
• Support vendor governance activities such as scorecards and reviews.
• Coordinate alignment across IT, Finance, Procurement, Security, Data, and related stakeholders.
• Develop and manage process documentation and standard operating procedures.
