NTD Technical Advisor

Nakupuna Solutions seeks a Neglected Tropical Diseases (NTD) Technical Advisor for the Office of Health Programs (OHP). The Office of Health Programs (OHP) serves as the Bureau of Global Health Security and Diplomacy's (GHSD) central office for health program implementation and oversight. OHP protects Americans and enhances U.S. security and prosperity by providing technical leadership and award management for lifesaving global health programs. OHP advances international efforts to combat HIV, malaria, tuberculosis, malnutrition, and maternal and child health challenges that threaten global stability and U.S. interests. OHP ensures that U.S. investments in global health achieve measurable results.

OHP staff collaborate with foreign governments, organizations, industry, and non-governmental actors to strengthen health systems, improve access to essential services, and reduce morbidity and mortality among children, mothers, and families. The Office develops, implements, and coordinates health program policies and initiatives that promote well-governed country health systems capable of responding to the needs of their people and acting responsibly within the international system. OHP also leads efforts to coordinate health programming with other global donors, support the scale-up of evidence-based best practices, and build self-sufficient health systems abroad. Through this work, OHP saves lives, fosters global health security, and advances U.S. national, economic, and health interests.

The NTD Technical Advisor will serve as a senior technical expert within the GHSD team, providing strategic leadership and technical guidance for the design, implementation, management, and evaluation of programs targeting the control and elimination NTDs. The Advisor will play a pivotal role in shaping U.S. government policy and programming on NTDs, ensuring alignment with global health priorities and best practices. This position requires close collaboration with partner countries, international organizations, donors, and other stakeholders to maximize program impact and sustainability.

Technical Leadership and Strategy
  • Provide technical leadership for GHSD-supported NTD programs, ensuring alignment with global strategies for NTD control and elimination.
  • Advise GHSD leadership and U.S. diplomatic posts on NTD policy, programming approaches, and emerging technical issues.
  • Support the development of strategic plans, country operational plans, and program guidance for NTD elimination. Develop and oversee strategic frameworks and work plans for health programs supported by the $100M annual appropriation
  • Review and analyze epidemiological trends and program performance data to inform programmatic decisions and adaptive management.
Program Design and Implementation
  • Lead or support the design of NTD programs, including the development of strategic frameworks, annual work plans, and budgets.
  • Ensure that all programs adhere to global technical standards and guidelines and are designed for measurable impact and sustainability.
  • Provide technical support and guidance to country teams to ensure high-quality program delivery, monitoring, and evaluation.
  • Support governments in scaling up effective interventions and transitioning programs toward national ownership and sustainability of NTD interventions and programs.
Partner Coordination and Stakeholder Engagement
  • Engage with partner countries, donors, and international organizations to inform program design, implementation, and evaluation.
  • Represent GHSD and the U.S. government in global NTD coordination platforms, technical working groups, and international forums.
  • Collaborate with pharmaceutical donation programs and other partners supporting NTD elimination efforts.
  • Foster strong partnerships with ministries of health, non-governmental organizations, and other stakeholders to ensure coordinated and effective NTD program delivery.
Policy and Knowledge Management
  • Develop technical guidance, briefing materials, and reports for senior leadership, Congress, and other stakeholders.
  • Contribute to global NTD policy discussions, technical publications, and the dissemination of best practices.
  • Document and share lessons learned, success stories, and evidence to inform global and country-level NTD policy and practice.
Qualifications

Skills/Qualifications:

  • Advanced expertise in global health program design, management, and evaluation, with a focus on NTDs and related health areas such as health systems strengthening and disease surveillance.
  • Strong analytical skills, including the ability to review and interpret epidemiological data and program performance metrics.
  • Excellent written and verbal communication skills, with the ability to prepare technical guidance, policy briefs, and reports for senior leadership and Congress.
  • Advanced project management and strategic planning abilities, including the development of strategic frameworks and operational plans for NTD control and elimination.
  • Ability to coordinate and collaborate effectively across multiple global health and NTDs partners, stakeholders, and international platforms.
  • Extensive knowledge of, and experience with, global technical standards and guidelines for NTD control and elimination.
Deliverables
  • Strategic program design frameworks and annual work plans for NTD control and elimination.
  • NTD and integrated programming technical guidance documents, best practice recommendations, and policy briefs.
  • Capacity-building materials and training sessions delivered to country teams and partners.
  • Regular performance monitoring and evaluation reports, including analysis of NTD epidemiological trends and program outcomes.
  • Final summary report detailing program achievements, challenges, lessons learned, and recommendations for future programming.
Education and Experience
  • Master's degree or higher in Public Health, International Development, Health Policy, or a related field
  • Minimum 10 years of experience in global health program design, technical engagement, and country-level support, including management of large-scale appropriations and multi-country initiatives

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $142,000 - $183,500. The salary range displayed represents the typical salary range for this position and is just one component of Nakupuna Companies' total compensation package for employees.
