Position: Full time

Position Overview

We are seeking a highly experienced Subject Matter Expert (SME) to provide advanced expertise in Counter-Drug (CD), Counter-Transnational Organized Crime (C-TOC), Counterterrorism (CT), and Counter-Threat Finance (CTF) activities in direct support of the National Targeting Center (NTC) mission. This role involves close collaboration with the Department of Justice, DEA, DHS, HSI, FBI, OFAC, the Department of the Treasury, DoD, and partner nations to identify, target, and disrupt networks that threaten U.S. national security interests.

Key Responsibilities
  • Advise NTC leadership on CN, CT, CTF, and C-TOC strategies, policies, and operational integration.
  • Provide expert insight into interagency missions, structures, cultures, and priorities to enhance collaboration and mission success.
  • Identify, analyze, and explain transnational criminal and terrorist network activities, including narcotics trafficking, money laundering schemes, and threat finance trends.
  • Monitor and interpret U.S. and foreign partner policies impacting NTC operations.
  • Represent the NTC at high-level meetings, conferences, and interagency working groups.
  • Conduct liaison and outreach with domestic and international partners, academia, NGOs, and the private sector to strengthen operational capabilities.
  • Support operational and strategic planning through predictive analysis and all-source assessments of illicit network activities.
  • Develop and deliver briefings, communications products, and strategic recommendations for senior leaders.
  • Identify capability gaps and recommend strategies to address operational and analytical shortfalls.
  • Assist in developing formal and informal training for law enforcement and interagency partners on CN, CT, CTF, and C-TOC mission areas
Required Qualifications
  • Bachelor’s degree in a relevant field from an accredited U.S. institution.
  • 12+ years of specialized experience in CN, CT, CTF, or C-TOC operations, with at least 2 years in the last 2 years in a relevant mission set.
  • Deep understanding of law enforcement, intelligence, and interagency operations.
  • Proven record of high-level advising, policy analysis, and operational integration.
  • Strong communication skills with experience briefing senior decision-makers.
Preferred Skills
  • Experience in strategic-level planning and interagency coordination.
  • Knowledge of global illicit network patterns and operational disruption strategies.
  • Familiarity with DoD, LE, and IC organizational structures and processes.
