Job summary

TENICA seeks a Policy Engagement Representative to support policy, oversight, and resource leadership in a TS/SCI CI Poly role in the Washington DC area. This position interfaces between the NRO and the DoW to advocate for NRO equities and coordinate across senior leadership.

The role requires an active TS/SCI clearance with CI polygraph, a STEM or related degree (or equivalent IC experience), and extensive knowledge of space systems. Travel to HQ and partner facilities is expected.

Qualifications

• Bachelor’s degree in STEM, Business, or related field or 4 additional IC/DoD experience.
• Experience supporting executive policy, oversight and leadership roles.
• Domain knowledge of space/satellite ground systems.
• Active TS/SCI with Counter-Intelligence Polygraph.
• Experience with national intelligence space systems.

Responsibilities

• Advocate for NRO equities within the DoW and coordinate with DoW staff.
• Interface between NRO and the DoW including senior officials.
• Support DoW oversight and provide NRO awareness of challenges and opportunities.
• Collaborate with NRO Directorate to inform warfighter/IC decision making.
• Draft, edit, and write reports, briefs, and correspondence.
• Track actions and milestones for executives; coordinate visits to NRO facilities.

ACTIVE TS/SCI CLEARANCE WITH CI POLY REQUIRED TO BE CONSIDERED FOR THIS POSITION

Job Responsibilities

• This role is essential to ensuring the technical awareness, continuity, and impact within the DoW at the Pentagon to advocate for NRO equities, inform policy discussions, and coordinate between the DoW and NRO staffs.
• Interface between the NRO and the Department of War to include the Under Secretaries of War for Intelligence and Security, Policy, Research and Engineering, and Acquisition and Sustainment.
• Support the DoW to enable their oversight responsibilities and provide effective NRO advocacy within the DoW while providing NRO awareness of key challenges and opportunities within the DoW.
• Collaborate with NRO Directorates and Offices to improve warfighter and IC decision making with the inclusion of NRO provided capabilities and data.
• Draft, edit, and write reports, correspondence, and briefs.
• Keep track of important actions and milestones for executives.
• Collaborate with NRO Directorates and Offices to coordinate visits from DoW distinguished visitors to the NRO enterprise.
• The primary place of performance is the NRO office at the Pentagon. However, visits to NRO HQ and mission partner facilities in the National Capitol Region are expected on a regular basis to enable better collaboration and interoperability.

Required Qualifications

• Bachelor’s degree in Science, Technology, Engineering, or Mathematics (STEM), Business, or a related field. Alternatively, demonstrate an additional 4 years of related IC and DoW intelligence systems experience per level if no bachelor's degree is held.
• Experience supporting Executive / Senior Level Agency/ Department policy, oversight and resource leadership
• Domain knowledge and expertise in multiple interrelated space and satellite ground systems
• Active Top Secret/SCI clearance with a Counter-Intelligence Polygraph
• Experience with National Intelligence Space systems and Intelligence disciplines

Desired Qualifications

• Master's or PhD in technology, Computer Science, Engineering, or a related field
• Domain knowledge and expertise in systems engineering of interrelated systems
• Experience working on space and ground programs from Enterprise Capabilities, and architecture-definition documentation through requirements derivation and allocation, performance metric generation and assessment, test case development, and requirement closure tracing
• Professional certifications in Systems or Digital Engineering, Program Management, Architecture (such as DAWIA, INCOSE, MBSE such as OCSMP SysML Model Builder, Agile, or PMP)
• Operational familiarity with NRO Tools (ChatSurfer, Thresher, JEMA, etc), or NRO collection data or Mission Partner Intelligence Data
