The Leidos Enterprise Health Division seeks an experienced Program Manager to ensure exceptional program execution in delivering a high-speed, robust network to a federal agency. You will develop cost and performance models, work with agency and Leidos leadership, manage contract execution, lead a team of network engineers, and drive continuous improvement in service delivery

Qualifications

  • Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or related discipline.
  • Active PMP or PgMP certification required.
  • 15 years of relevant experience including 10+ years managing large programs.
  • Experience managing a portfolio with at least $50M annually on FFP and T&M contracts.

  • Drive performance against SLAs and SLRs, including 99.99% network uptime.
  • Oversee technical and functional management of the full contract scope of work.

  • Recruit, develop, and retain a high-performing team of network engineers and security specialists.

Description

The Leidos Enterprise Health Division is seeking an experienced Program Manager position is a highly visible strategic position to ensure exceptional program execution in delivery of a high-speed, robust computer network to a federal agency. They will provide management and oversight for network systems and devices required to provide secure and always-on infrastructure services in a 24x7 environment including all aspects of operations and maintenance (O&M), change management, and cybersecurity. Responsible for strategic direction and development of cost and performance models to align with the customer’s changing operational needs. The person in this position will work directly with the agency and the Leidos leadership teams to ensure success of all aspects of the program including team leadership, client relationships, management of contract execution, oversight of strategic initiatives, supporting proposals, capture activities, and other support responsibilities.

Primary Responsibilities:

  • Serve as the senior point of accountability for Project Management, Customer Billing, Physical Access Management, and Inventory Management functions

  • Drive performance against Service Level Agreements (SLAs) and Service Level Requirements (SLRs), including maintaining 99.99% network uptime

  • Oversee technical and functional management of the full contract scope of work

  • Lead development of a Task Order/Program Management Plan outlining technical approach, staffing, timeline, and management controls

  • Develop and maintain an Annual Strategic Plan and Five-Year Roadmap for network operations

  • Champion continuous improvement and automation initiatives to reduce manual effort and improve service delivery

  • Ensure program alignment with recognized project management methodologies (e.g., PMBOK)

  • Maintain compliance with client reporting requirements, accessibility standards, and contract documentation obligations

  • Recruit, develop, and retain a high-performing team of network engineers, architects, and security specialists

  • Ensure appropriately certified staffing to meet evolving mission requirements

  • Lead transition planning to ensure continuity of operations during contract transitions

  • Proactively identify and report potential conflicts of interest

  • Support cybersecurity governance activities and coordinate with client security stakeholders

  • Manage organizational compliance within Leidos policies and procedures.

  • Through personal example, set the tone and direction for moral and ethical leadership for the program. Continue to build a culture grounded in the Leidos values, beliefs, and expectations and highest standards of ethical and respectful behavior. Promote improved transparency and cross-group collaboration.

  • Ability to provide onsite support regularly.

Minimum Education and Experience:

  • Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or other related discipline.

  • Certified PMP or PgMP (Active certification required)

  • Fifteen (15) years of relevant experience, including 10+ years managing project development from inception through deployment, controlling funds and resources through complex reporting, and running multi-task contracts or subcontracts

  • Experience in managing portfolio of programs with at least $50M annually on FFP and T&M contract types.

  • Expertise and working knowledge of cost account management, risk management, staffing, sales growth, direct customer communication with customer leaders/executives, managing subcontractors, and financial oversight.

  • Demonstrated ability for oral and written communication with the highest levels of management.

Desired Qualifications:

  • Strong technical acumen in enterprise network environments (e.g. network architecture, operations, and security)

  • Previous networking experience or industry certifications are a plus (i.e., cisco certifications)

  • Successful record of capturing new business at health agencies, or comparable civil government customers for opportunities with at least a 10% growth.

Pay Range:

Pay Range $131,300.00 - $237,350.00

The Leidos pay range for this job level is a general guideline onlyand not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
