Job summary

CornerstoneConcilium is seeking an experienced Network Engineer to support IT construction projects. The role designs and coordinates data connectivity, radio links, and LAN/WAN infrastructures, while drafting implementation plans and coordinating resources.

The position requires 5+ years in network engineering project work, a related bachelor’s degree, and familiarity with project management methodologies. Hybrid work and a competitive salary are offered.

Responsibilities

  • Designs IT infrastructure and coordinates system build activities for data connectivity and configures related radio communication networks, microwave radio links, network routers, switches, and other IT-related equipment.
  • Prepares IT network infrastructure solution designs and provides technical assistance in installation or upgrades of existing systems by documenting requirements, drafting designs, and preparing implementation plans.
  • Documents existing systems architecture and technology portfolio to promote currency of installed, operational systems.
  • Identifies, tests, diagnoses and resolves communications systems performance problems across a multi-platform environment.
  • Reviews contract documents for design compliance and verifies contractor invoices.
  • Interacts with vendors to resolve communications equipment and telephone network issues.
  • Acts as project lead in designing communications systems including access control, PA, video surveillance, LAN/WAN, and low voltage cabling infrastructure.
  • Collaborates with vendors to discuss alternatives, product roadmap, and demonstrations; evaluates products and makes recommendations.
  • Produces PM documentation consistent with ITS' IT Construction Lifecycle methodology from project inception through closeout.
  • Develops project plans, schedules, and bills of material in collaboration with the Project Manager.

Position Description Summary

Network Engineering Services works under the direction of the Director IT Project Activation Office and will perform specific assignments supporting the IT construction projects. The Engineer will be responsible for engaging with the requesting business units and developing schedules for the assigned projects.

Basic Functions

ENGINEERING DELIVERABLES

  1. Designs IT infrastructure and coordinates system build activities for data connectivity and configures related radio communication networks, microwave radio links, network routers, switches, and other IT-related equipment.
  2. Prepares IT network infrastructure solution designs and provides technical assistance in the installation of new or upgrades of existing analog and digital communications systems by documenting business and technical requirements, drafting a solution design, preparing implementation plans, assessing and allocating resources and facilitating staff training.
  3. Documents existing systems architecture & technology portfolio to promote currency of installed, operational systems.
  4. Identifies, tests, diagnoses and resolves communications systems performance problems across a multi-platform technology environment.
  5. Reviews contract documents for compliance with design codes and standards, design criteria and policies and procedures.
  6. Reviews and verify contractor invoices.
  7. Interacts with vendors to resolve communications equipment and telephone network issues.

PROJECT MANAGEMENT

  1. Acts as project lead in designing communications systems to include access control, public address, video surveillance, local area networks (LANs) and wide area networks (WANS), including data, voice, video and other low voltage cable infrastructures.
  2. Collaborate with vendors and manufacturers to discuss technology alternatives, product roadmap, and arrange for demonstrations; evaluate products and make recommendations.
  3. Interfaces with staff and Change Control Committee and technical staff to facilitate daily operations and processes for both hardware and software platforms including the coordination of service and repair of equipment and systems.
  4. Produces PM documentation consistent with ITS' IT Construction Lifecycle methodology from project inception through closeout.
  5. Works with Project Manager to develop plans, schedules, and bills of material.
  6. Identifies project risks and issues and works to mitigate risks and resolve issues.
  7. Updates project management information into the enterprise Project Management System
  8. Prepare periodic project status reports and deliver project status presentations to ITS and stakeholder management personnel.
Knowledge & Experience Requirements
  1. Must have broad knowledge of IT infrastructure components.
  2. Contract administration especially related to use of third-party vendors on IT projects.
  3. Working knowledge of modem project management methodologies and systems for managing IT and infrastructure construction projects.
  4. Theories, principles, and practices of video, microwave radio, telephone, fiber optics, communications engineering design and construction.
  5. Experience collaborating with architects, engineers and other construction and building specialists during the design/build process.
  6. Hands-on experience with construction practices and BICSI requirements as they relate to low voltage voice/data infrastructure.
  7. Ability to read, understand construction plans and technical specifications.
  8. Experience reviewing 'As-Built" drawings reflecting changes from the base contract documents to include approved change order requests, clarifications, correspondence and field conditions.
  9. Proven track record delivering executive level consulting services to large organizations with transportation industry experience being highly desirable.
  10. Knowledge of Metro's operations, ITS processes, and Metro locations is highly desirable.
  11. Knowledge of systems and tools is highly desirable. The ITS Project Activation Group department utilizes the following systems and tools:
    • Wrike for its Program/Project Management tracking system.
    • Ivanti for its ticket and work order tracking system.
    • Must have a working knowledge of the Microsoft Office applications (MS Word and Excel are required; Visio and Project are desired.
    • AutoCAD or Bluebeam experience (desirable).
    • Low voltage, POE, Bosch, Flir and Airphone systems/devices.
Skills
  1. Five (5) years performing network engineering project work serving in the role of PM or Project Lead.
  2. Bachelor's degree in Electrical, Electronics or Telecommunications Engineering, Computer Science, Information Systems, or related field. Relevant knowledge, experience and/or related system certifications will be considered in lieu of education.
  3. 5-10 years' experience in engineering communications or network systems including the design and installation of large communications systems, electronic, radio or data networks.
  4. Must fully understand various technology platforms/systems: radio communication, public address, analog networks (voice), data networks (data & voice), microwave radio, video surveillance, etc.
  5. CISCO LAN/WAN/VOIP certification(s) (desirable).
  6. Certifications/Licenses: BICSI RCDD, BICSI OSP (desirable).
  7. Valid California Class C driver license. Contractors must be willing and able to travel using personal mode of transportation from the Metro headquarters facility in downtown Los Angeles to various Metro facilities as needed to complete project work.

Full Time | Hybrid Position

Salary Range: $131,000 to $240,000 YR
