By Light Professional IT Services LLC is seeking personnel to support on-site VoIP/VoSIP and Unified Communications systems at JBLE, LNEC Fort Gregg-Adams, JEBLCFS, and Fort Lee, VA. Work is on-site with core hours 0700–1700, Monday–Friday, excluding federal holidays.

  • Associate’s degree or four years of relevant hands-on experience.
  • Minimum of three years’ experience supporting Voice/Telephone Switch requirements.

Responsibilities

  • Provide O&M support for VoIP/VoSIP in coordination with DISA and NETCOM.
  • Provide expert technical support for VoIP networks, system upgrades, and end user configuration.
  • Provide O&M support for VoIP technology.
  • Provide expert technical support for VoIP networks, system upgrades, and equipment purchases.
  • Use NetOps capabilities to execute VoIP/VoSIP responsibilities and functions.
  • Manage and maintain the Call Managers, Gatekeepers and Gateway equipment on all networks.
  • Monitor and identify capacity, quality and performance issues for VoIP traffic.
  • Provide VoIP cybersecurity functions to include STIGS, patching, IAVA, RMF, CORA tasks.
  • Prepare, maintain, and review circuit level voice IP drawings and coordinate VoIP implementation on installations.
  • Perform analysis of VoIP degradations and failures, and provide trend analysis and recommendations.
  • Provide VoIP diagrams and VVOIP compliance documentation.
  • Provide local/common-user LAN and CAN touch labor or remote troubleshooting, repairing, etc.
  • Monitor the CAN and LAN using enterprise management software for performance and availability.
  • Perform network discovery and fault analysis.
  • Provide network utilization reports to the Customer.
  • Manage network equipment/software to include configuration management and capacity management.
  • Draft and maintain SOP documents for the functional category.
  • Manage and maintain approved connections to external networks.
  • Maintain, configure, and troubleshoot E-911 systems.
  • Perform other duties as required.

Position Overview

Full Spectrum Operations LLC (FSO) is a SDVOSB JV between American Communication Solutions LLC, an SBA VetCert verified SDVOSB, and By Light Professional IT Services LLC (By Light). FSO is looking for personnel to support the Regional Network Enterprise Center (RNEC) Joint Base Langley-Eustis (JBLE), Virginia, Local Network Enterprise Center (LNEC) Fort Gregg-Adams, Virginia, and Joint Expeditionary Base Little Creek Fort Story (JEBLCFS), Virginia, with classified and unclassified communication systems support. Personnel will provide Site Management, Infrastructure Operation and Maintenance (O&M) - Unified Communications, Inside Plant (ISP), Customer Service Telephone, Outside Plant (Cable) (OSP), Battery Maintenance, Cable Locates; Systems Management – Mission Server, Automation and Network Support, Cybersecurity, and Tier II Customer Support; Land Mobile Radio; and Configuration Management support.

Work is on site and core duty hours are 0700 – 1700, Monday through Friday, excluding Federal holidays. All personnel will work an 8-hour workday.

Responsibilities
  • Provide Operations and Maintenance (O&M) support for Voice over Internet Protocol Systems (VoIP)/Voice over Secure Internet Protocol Systems (VoSIP) technology in coordination with DISA and NETCOM.
  • Provide expert technical support for VoIP networks, system upgrades, and end user instrument configuration.
  • Provide O&M support for new, existing, and future VoIP (secure and non-secure) technology.
  • Provide expert technical support for existing and growing VoIP networks, System upgrades, and equipment purchases.
  • Use NetOps capabilities to execute VoIP/VoSIP responsibilities and functions.
  • Manage and maintain the Call Managers, Gatekeepers and Gateway equipment, if applicable, on all networks.
  • Monitor and identify capacity, quality and performance issues for VoIP traffic to ensure continued, uninterrupted operation of telephony systems.
  • Provide all VoIP/VoSIP related cybersecurity functions to include STIGS, patching, IAVA, Risk Management Framework, and Commander Operational Readiness Assessment (CORA) tasks.
  • Prepare, maintain, and review circuit level voice IP drawings and coordinate with Government representatives to develop VoIP TTP for VoIP implementation on installations.
  • Perform analysis of VoIP degradations and failures, and then provide trend analysis and recommendations to the Government to avert future issues.
  • Provide complete and accurate VoIP Diagrams and associated Voice/Video over Internet Protocol (VVOIP) compliance documentation.
  • Provide local common-user LAN and CAN touch labor or remote (troubleshooting, repairing, etc.).
  • Monitor the limited geographic CAN and LAN by utilizing enterprise management software to monitor network performance, analyze network activity, and maintain a high level of network availability.
  • Perform network discovery and conduct fault analysis.
  • Provide network utilization reports to the Customer.
  • Manage network equipment/software to include configuration management and capacity management.
  • Draft and maintain SOP documents for the functional category.
  • Manage and maintain approved connections to external networks.
  • Maintain, configure, and troubleshoot E-911systems.
  • Perform other duties as required.
Required Experience/Qualifications
  • Associate’s degree or four years of relevant hands on experience.
  • Minimum of three years’ experience supporting Voice/Telephone Switch requirements.
  • Security+ certification
  • Experienced with Call Manager and Unified Communication systems/services.
  • Fluent in the spoken and written English language, to include the usage of technical terms commonly used in information technology (IT), network routing and switching, telecommunications, IT maintenance, and technical control facilities.
Preferred Experience/Qualifications
  • Supported the U.S. Army or other DoD Agency.
  • Has the communication skills to effectively interface with senior military officials, managers, and subordinates.
  • Cisco Certified Network Administrator (CCNA).
Special Requirements/Security Clearance
  • Requires a Secret Security Clearance.
Salary Range

Salary Minimum: $65,000

Salary Maximum: $85,000
