Network Engineer III – Security and Electronic Systems (SES)

We are seeking a Network Engineer 3 to join our Security and Electronic Systems (SES) business unit. As part of SES Strategic Business Unit, you will be part of a team that designs, engineers, integrates, operates and maintains electronic security services including intrusion detection, access control, biometric authentication, video surveillance, audio‑visual, IT systems, perimeter defense and command and control systems for federal, local and commercial customers.

Responsibilities

The Network Engineer 3 is responsible for designing, implementing, monitoring and managing the network solutions for the customers to ensure maximum uptime. The role includes designing system configurations, documenting and managing the pre‑installation and testing of a new network, and performing upgrades to hardware and software as required.

Technical Responsibilities
  • Survey reports measurement results in actionable form to more senior personnel and management.
  • Conduct any surveys, inspections, tours, etc. of client sites, as required.
Design
  • Install, configure, and maintain network services, equipment, and devices.
  • Work closely with the field engineers to simulate expected system level performance and provide quick feedback on potential improvement.
  • Assist senior network engineers to identify and resolve network security issues.
  • Develop network designs for each SLA classification.
  • Originates design documents for small projects and in support of large programs.
  • Assists senior engineers in preparation of designs, including narrative design documents, systems designs, subsystem designs (CAD / panels / layouts / wiring / hardware / communications).
  • Preparation of specifications, perform QA/QC and technical reviews of designs.
  • Comment resolution testing and commissioning review/approval of test plans (safety / risk / manufacturability).
  • Author test plans leads and supervises testing activities.
  • Author testing and commissioning procedures.
  • Preparation of test reports.
  • Commissioning of deployed systems.
  • Development of test fixtures and simulation devices, generates standard PITCO plans and procedures.
  • Design and perform complete system integration test.
Service & Maintenance
  • Troubleshoot and debug complex network problems and recommend operational efficiency improvements.
  • Preventative maintenance (software/hardware/firmware upgrades) including security updates, performance upgrades and scheduled maintenance.
  • Originate and submit maintenance plan and provide rollback plan.
  • Serve as backup for team members during paid time off.
  • Perform hardware/software upgrades and replacements on existing systems.
System Analysis and Reporting
  • Document crucial working procedures and troubleshooting of network operations.
  • Employ moderate understanding of network administration as related to business operations.
  • Assist team members in identifying and resolving basic/moderate network/telecom issues.
  • Interpret and analyze results versus established benchmarks and goals.
  • Work with project managers to meet expectations for network tasks.
  • Complete project tasks and assignments to meet project deadlines.
  • Contribute to own team and closely related teams through quality and accuracy of output.
  • Perform research on available technologies and products as needed by the operations or project managers.
Managerial Responsibilities
  • Prepare cost estimates and supporting documents for projects.
  • Assist senior engineers in preparation of bids and proposals, cost estimates and supporting documentation, pricing of change orders.
  • Assist in developing and adapting documents, procedures, and formal processes for the Network Engineering team members to accomplish company project planning (PKOMs and gate checks).
  • Collaborate with other disciplines to define work and interfaces.
Role Specific Responsibilities
  • Cisco Certified Network Professional (CCNP) certification is required.
  • Provide networking equipment inventory management, including reconciliation of network equipment in the field with the Division’s inventory system.
  • Document network information including all switching and routing equipment, connected or soon‑to‑be connected IP‑addressable devices, and all cabling interconnects.
  • Provide expert support services necessary to augment network engineering staff.
  • Assist with day‑to‑day network maintenance to include installation, configuration, operation, and troubleshooting of switched networks and network equipment.
  • Review and analyze current network processes and procedures.
  • Develop and recommend improvements to network processes and procedures.
  • Implement, manage, and maintain approved network process improvement recommendations.
  • Develop and implement quality assurance and control plans for network maintenance.
  • Review, analyze, document, and implement network disaster recovery plans.
  • Research, design, and implement security solutions for network infrastructure.
  • Track and report identified information system vulnerabilities.
  • Monitor, review, analyze, performance tune, and make recommendations to optimize network.
  • Manage firewall security appliances.
  • Keep the Division abreast of emerging network technologies and the latest network standard.
  • Lead projects as an Engineering Lead and/or Project Manager to develop secure, resilient systems.
  • Prepare conceptual designs, schedules, and cost estimates for new and modified systems.
  • Conduct design reviews.
Qualifications
  • Clearance/Citizen Type: Applicants selected will be subject to a government security investigation and may meet eligibility requirements, including U.S. Citizenship, for access to classified information. Active TS/SCI with polygraph is required.
  • Education: Bachelor’s Degree in Engineering, Computer Science, Information Technology (IT) or a related discipline plus at least 5 years progressive experience.
  • Technical Skills: Understanding of ITIL concepts, moderate understanding of security issues, moderate knowledge of network concepts, technologies, tools and philosophies, ability to design an organization’s network infrastructure and services, moderate knowledge of system development methodology, project management, system architecture and analytical/problem solving skills.
  • Communication Skills: Strong oral, technical writing, and presentation skills; ability to build productive relationships with team members, clients and other network/system stakeholders; ability to establish working relationships outside area of expertise.
  • Behavioral Skills: Must balance high quality standards with schedule pressures and a demanding environment; resourceful self‑starter, flexible, pro‑active, solution‑oriented and customer‑oriented.
  • Field Experience: Experience in reading network and connectivity schematics and plans, network installation schematics and plans, network system startup, configuration, and calibration; testing and troubleshooting; using basic electrical and machinist hand tools; using testing, calibration or industry‑specific tools and software (spectrum analyzer, cable tester, alignment tool); experience using computer networks, ticketing and monitoring toolset; experience in one or more IT/Network platforms (Cisco, Allen‑Bradley, Juniper, Palo Alto, Netgear, etc.) and related hardware and software; standard network software (Visio, Wireshark, Putty, CLI).
