Overview Of Position

FEDITC is seeking an experienced Network Engineer to work in the Panama City, FL area. The ideal candidate will have Air Force experience in system administration, cybersecurity, and network engineering.

A United States Citizenship and an active Secret DoD Security Clearance is required to be considered for this position.

Expect to travel approximately 10% of the time.

Responsibilities
  • Provide expert technical advice for acquisition, development, and/or sustainment of facility related control systems (FRCS), sub- systems, support equipment, networking, and cyber security, to include actions associated with deployment and management of the Advanced Meter Reading System (AMRS). Assist with recommending criteria, design and performance characteristics for FRCS, major network systems, and accountability for engineering assignments concerning Information Assurance/Cybersecurity Compliance.
  • Visit multiple bases annually to assist with project development, construction, and system sustainment. Interface with bases to ensure they are ready to receive and install AMRS equipment. Work with the bases to assist in compliance with the system security plan at each base. Analyze and identify shortfalls or problems in programming, integration, or other similar activities. Assist with conducting field assessments of existing Air Force facility networked systems, analyzing system components, developing metering recommendations, and providing written documentation, site assessment reports, pre-commissioning, and final commissioning support.
  • Support device configuration, communications system and integration with Air Force Facility Related Control System enterprise networks
  • Provide support and advice for implementing the Network Enclave and base communication integration in preparation for AMRS deployment, ensuring with the Certification and Authorization (C&A) process, Authority to Operate (ATO), and associated security requirements.
  • Assess and evaluate existing base communication infrastructure and recommend corrective actions/modifications/repairs to base communication infrastructure to enable successful AMRS implementation. Obtain data and information required for Network Enclave status, ports available, switch locations, premise wiring requirements, and physical location of meters to be connected to the AMRS. Make recommendations for improving/clarifying/modifying technical requirements, statements of work, written documentation, site assessment reports, pre-commissioning, and final commissioning support and supporting documentation to improve the AMRS Program.
  • Advise and assist the Government with ensuring the other support contractors perform software programming and hardware configuration for assigned system integrations into the enterprise
  • Ensure that all deliverables comply with the Defense Information Systems Agency (DISA) Security Technical Implementation Guide (STIG) and Computer Network Defense (CND), which includes the need for source code scanning, the DISA Database STIG, and a Web Penetration Test to mitigate vulnerabilities associated with Structured Query Language (SQL) injections, cross-site scripting, and buffer overflows.
  • Assist the government in developing and maintaining a robust training program for AMRS.
  • Perform necessary functions and activities to test sensors, meters and ancillary system support devices for connection to the Network Enclave and compatibility with the AMRS and approved Air Force platforms in the Government provided sensor test lab at Tyndall AFB FL.
  • Identify configuration options based upon the AMRS (or Air Force approved system) Type Accreditation Topology.
  • Install, maintain, audit and support a secure MS Windows/server network environment and limited web/data application service.
  • Maintain internet applications and protocols IP, TCP, HTTP, HTTPS, & SSL.
  • Interface with local customers and provide IT related support to quickly resolve problems.
  • Analyze and troubleshoot system anomalies to ensure optimum equipment performance.
  • Perform periodic maintenance, hardware upgrades and replacement, firmware updates and system configuration changes.
  • Prepare system for operational use and support operational tests.
  • Provide technical guidance and maintain documentation on projects as required.
  • Other support duties as needed/directed.
Qualifications
  • Six (6) years of related experience.
  • Understanding of the Air Force C&A process, and ideally the ATO process for:
    • Civil Engineer Virtual Local Area Network (CE VLAN)
    • Civil Engineer Community of Interest Network Enclave (CE COINE)
    • AMRS, as well as associated security requirements.
  • Ability to assess and evaluate existing base communication infrastructure and recommending corrective actions/modifications/ repairs to base communication infrastructure to assure successful AMRS implementation.
  • Communication skills enabling them to coordinate with base communication personnel to obtain data and information such as but not limited to Network Enclave status, ports available, switch locations, premise wiring requirements, and physical location of meters to be connected to the AMRS.
  • Technical writing ability to make recommendations for improving/clarifying/ modifying technical requirements, statements of work, written documentation, site assessment reports, pre-commissioning, and final commissioning support and other documentation required for the AMRS program.
  • The ideal candidate will also have:
    • Thorough knowledge of Microsoft Windows 2008 R2/2012 R2 Server/2016 Server, Microsoft Windows 7/10 operating systems (OS) administration and associated hardware.
    • Working knowledge of CISCO/Juniper network and switching and virtualization technologies
    • Working knowledge of Local Area Network (LAN) and Wide Area Network (WAN) technologies and data backup technologies.
    • Working knowledge of Risk Management Framework, Security Standards, Common Criteria, and System Security Policy
    • Ability to work in a dynamic environment and effectively interact with numerous DOD, military/civilian personnel and industry partners
    • Familiarity with the AF meter specifications and DOD guidance with the ability to identify compliant devices as well as the ability to identify configuration options based upon the AMRS Type Accreditation Topology.
    • Ability to identify compliant devices as well as the ability to identify requirements to effectively connect partially compliant devices to the government provided equipment.
    • Experience with McAfee ePolicy Orchestrator (ePO) software.
    • Technical expertise and knowledge of various interconnection technologies to integrate meters between new and legacy proprietary systems.
Certifications
  • DOD 8570 IAT Level II certification
  • MCSE, Microsoft Certified Solutions Expert, is highly desirable
Clearance
  • Ability to obtain a DoD Secret Security Clearance is required. An active DoD Secret Clearance is preferred.
  • Must be a US Citizen and pass a background check.
  • Maintain applicable security clearance(s) at the level required by the client and/or applicable certification(s) as requested by FEDITC and/or required by FEDITC’S Client(s)/Customer(s)/Prime contractor(s).
