Under the direction of the Information Technology Manager, the Network and IT Security Administrator ensures the secure operation of the City's computer systems, servers, network infrastructure and other communications systems, as well as the integrity and confidentiality of data and vital electronic infrastructure to ensure compliance with the City's information security data access policies and network regulations.

As the Network and IT Security Administrator, you will:
  • Perform evaluation, analysis, design and maintenance of the computer network and technical security architecture for the City-wide enterprise to include LAN, WAN, Internet, Intranet, Security, Wireless, Video, Cloud, and Monitoring Tools.
  • Develop, implement, and maintain policies for network intrusion, business continuity, disaster & recover, and backup procedures.
  • Monitor existing and proposed state and federal regulations affecting information cyber security laws and network security standards.
  • Develop, plan and implement goals and objectives to achieve smooth and efficient network operations and information security infrastructure.
  • Develop and coordinate procedures to ensure confidentiality, integrity, and accessibility of data and network security software.
  • Conduct periodic audits of internal data, network efficiency and security; analyzes intrusion incidents of information security breaches and identifies remediation actions.
  • Facilitate established reporting process and interdepartmental compliance to ensure security and privacy practices assurance.
  • Provide training and technical oversight of network operations and cyber security resources to staff.
  • May lead team of employees, contractors and technical experts in scalable network design, implementation and operations.
  • Provide leadership in decision making on vendor selection for network operations projects and staff augmentation.
  • Prepare and monitor the budget for network operations and cyber security projects.
  • Maintain VPN’s, Firewalls, antivirus, redundancy/backup/recovery systems
  • Perform related duties as required.
Will possess the knowledge of:
  • Program specification, designing, testing and prototyping, budget planning and management relating to network design and maintenance.
  • AWS, Firewalls, VPN’s, and Cisco IOS.
  • DHCP, DNS, AD, WSUS, and core windows services.
  • Systems resources and applications, policies, procedures, and practices in a complex networking environment.
  • Network topologies, operating systems, internet and data security application support, WAN/LAN administration, servers and network architecture.
  • Federal and state regulations relating to privacy and security of information for computers, communication protocols.
  • Security and privacy technologies, technological trends and developments, and user appropriate security controls and methods.
Will possess the ability to:
  • Understand virtual networking technologies in virtualization environments such as Cloud, VMWare, Hyper-V, VPLS/MPLS-TP.
  • Develop security assessment programs, analyze security risk factors, interpret laws, rules, regulations, policies, execute tasks, and train assigned personnel.
  • Work in a secured environment with confidential information; transfer knowledge; plan and manage a budget; and, adopt emerging changes in network operations and cyber security technologies.
  • Exercise sound judgment, plan and coordinate work, prioritize, excel as a cross-functional technical leader, work with complex concepts and supervise the work of network security personnel.
  • Communicate effectively both orally and in writing.
Education, Training and Experience:
  • Bachelor’s Degree with major course work in Computer Science or a related field AND
  • Two (2) years of experience working with network devices and one (1) year of networking security experience
  • Extensive experience with information technology and network security methods and infrastructures; extensive experience with WAN/LAN multiple server systems administration, information processing, telecommunications, and troubleshooting Internet.
Licenses and Certifications:

All required licenses and certifications must be maintained throughout employment.

  • Arizona Criminal Justice Information System (ACJIS) - Terminal Operator Certification (TOC).
  • CompTIA Network+ Certification at the time of appointment.
  • A valid Arizona driver's license at the time of appointment.
Special Requirements:
  • Residency in the United States and within 25 miles of the City of San Luis.
Desired/Preferred:
  • CompTIA Security+ Certification
  • Bilingual in Spanish
  • San Luis residency

Work Environment

Work is performed primarily in an office environment with regular work in server rooms, telecommunications, closets, and multiple municipal facilities. This position requires travel between worksites, occasional outdoor work, and exposure to moderate noise, dust, electrical equipment, and varying temperatures. The incumbent may need to work evenings, weekends, holidays or on call to respond to system emergencies and scheduled maintenance activities.

OTHER CONDITIONS OF EMPLOYMENT:
