Job summary

National Electrical Engineering & Commissioning (NEEC) is seeking a NETA Level III or Level IV Electrical Testing Technician to perform and lead acceptance, commissioning, maintenance, and diagnostic testing of power equipment at substations and BESS projects across the United States.

Ideal candidates will have extensive field-testing experience, strong understanding of NETA standards, and the ability to mentor junior technicians while coordinating with customers and engineers.

National Electrical Engineering & Commissioning (NEEC)
Position: NETA Level III or Level IV Electrical Testing Technician
Employment Type: Full-Time

National Electrical Engineering & Commissioning (NEEC) is a rapidly growing electrical testing and commissioning company specializing in utility-scale Battery Energy Storage Systems (BESS), Protection & Control (P&C), and electrical apparatus testing. NEEC supports utilities, EPCs, developers, and equipment manufacturers across the United States. Our teams provide commissioning, acceptance testing, troubleshooting, energization support, and testing of medium- and high-voltage electrical systems. We are looking for experienced NETA Level III and Level IV Certified Technicians to join our growing Apparatus Testing and Commissioning team.

Position Summary

The NETA Level III / Level IV Technician will perform and lead acceptance, commissioning, maintenance, and diagnostic testing of electrical power equipment at substations, generation facilities, utility-scale BESS projects, and other industrial and utility facilities. The ideal candidate has strong field-testing experience, understands NETA testing requirements, can independently troubleshoot electrical equipment, and is comfortable working directly with customers, engineers, manufacturers, and other commissioning personnel. Level IV candidates should also be capable of leading major testing projects, supervising multiple crews, reviewing technical results, and providing technical direction to other technicians.

Key Responsibilities
  • Perform acceptance, commissioning, maintenance, and diagnostic testing in accordance with applicable ANSI/NETA ATS and MTS standards
  • Perform electrical testing on medium- and high-voltage equipment, including:
    • Power transformers
    • Circuit breakers
    • Switchgear
    • Instrument transformers (CTs and PTs)
    • Protective relays
    • Grounding systems
    • Cables
    • Batteries and DC systems
    • Motors and generators, when applicable
    • Other substation and power-distribution equipment
  • Perform insulation resistance, power factor/dissipation factor, winding resistance, transformer turns ratio, excitation current, contact resistance, timing, CT/PT ratio and polarity, and related electrical tests
  • Interpret electrical drawings, one-lines, schematics, wiring diagrams, and manufacturer documentation
  • Evaluate test results and identify abnormal equipment conditions
  • Troubleshoot electrical equipment and commissioning issues
  • Prepare accurate field documentation and technical test reports
  • Verify equipment installation and readiness for energization
  • Participate in equipment energization and electrical switching activities
  • Coordinate testing activities with customers, engineers, OEM representatives, contractors, and NEEC project teams
  • Maintain and verify proper operation of test equipment
  • Follow NEEC safety procedures and customer-specific safety requirements
  • Mentor and provide technical direction to junior technicians
  • Support development of standardized testing and commissioning procedures
Level III Responsibilities
  • Lead testing activities and small field crews
  • Supervise and provide guidance to Level I and Level II technicians
  • Manage routine and moderately complex testing assignments
  • Evaluate testing data and determine whether results meet applicable standards and manufacturer requirements
  • Assist with project planning, daily work coordination, and customer communication
  • Perform electrical switching when qualified and authorized
  • Take responsibility for safe execution of assigned field activities
Level IV Responsibilities
  • Independently lead large and technically complex testing and commissioning projects
  • Supervise multiple testing crews
  • Serve as the senior technical resource on assigned projects
  • Perform complex troubleshooting, investigations, testing, and equipment evaluations
  • Review and approve field test results and reports
  • Develop testing plans and project execution strategies
  • Provide technical guidance to Level II and Level III technicians
  • Coordinate directly with customers, engineering teams, utilities, and OEMs
  • Assist NEEC leadership with technician development, training, and technical standards
Required Qualifications
  • Current NETA Level III or Level IV Electrical Testing Technician certification
  • Strong knowledge of electrical power systems and electrical testing principles
  • Experience testing medium- and/or high-voltage electrical equipment
  • Ability to read and interpret electrical drawings, schematics, and one-line diagrams
  • Experience with commonly used electrical test equipment from manufacturers such as Doble, Megger, Omicron, Vanguard, or equivalent
  • Strong troubleshooting and analytical skills
  • Ability to accurately document and communicate technical findings
  • Strong understanding of electrical safety and safe work practices
  • Valid driver's license
  • Ability to travel extensively throughout the United States
  • Ability to work outages, extended shifts, nights, and weekends when required by project schedules
Preferred Qualifications
  • Utility substation commissioning experience
  • BESS commissioning or testing experience
  • Protection & Control / relay-testing experience
  • Experience with high-voltage substations up to 500 kV
  • Experience with transformer diagnostics and advanced apparatus testing
  • Experience with Doble, Omicron, Megger, and Vanguard testing platforms
  • Familiarity with NFPA 70E, OSHA requirements, ANSI/NETA ATS, and ANSI/NETA MTS
  • Experience supervising technicians and leading field-testing projects
  • Experience working directly with utilities, EPC contractors, and OEMs
