Office of Mental Health in Albany, NY is seeking a Systems Developer Expert to modernize CNET and REMS systems. The role requires extensive experience in C#, ASP.NET/MVC, .NET Core, and related technologies to design scalable, secure healthcare applications.

The project focuses on refactoring, writing robust SQL/PLSQL, creating reports, ensuring accessibility per WCAG 2.0, and protecting PHI data. This is an on-site, long-term opportunity in Albany.

Qualifications

• 84 months experience with C#, ASP.NET/MVC, .NET Core and secure design principles.
• 84 months experience in HTML, XML, JSON, AJAX, JavaScript, jQuery, Bootstrap, CSS.
• 84 months experience with Oracle 11G: PL/SQL, procedures, triggers, indexing, SQL optimization.
• 84 months experience creating HTML reports or Crystal Reports 10+ with .NET integration.
• 84 months experience reading/writing formal technical documentation from system requirements.
• 60 months experience with TFS 2010+, Azure DevOps or GitLab.
• 48 months experience following WCAG 2.0 accessibility guidelines.
• 36 months experience designing/implementing PHI healthcare data handling.

Job Description

• 84 Months Experience in using Microsoft Visual Studio to design & develop ntier web applications using C#, ASP.NET/MVC, .NET Core and modern programming principles; Object-oriented, scalable, maintainable, singleresponsibility and highest application security standards.
• 84 months Experience developing and maintaining web applications that utilize HTML, XML, JSON, AJAX, JavaScript, jQuery, Bootstrap and Cascading Style Sheets.
• 84 Months Experience with Oracle 11G or higher: Database design, PL SQL coding, stored procedures, packages, functions and cursors, indexes, triggers, creating tables, etc. and Oracle SQL query optimization.
• 84 Months Experience developing HTML reports and/or developing reports with Crystal Reports version 10 or above and invoking them from .NET applications.
• 84 Months Experience creating and reading formal Technical documentation based on system requirements, interpreting and analyzing business requirements and building the logic within an application's code to meet those requirements.
• 60 Months Experience with Team Foundation Server (TFS) 2010 or later, Azure Devops or GitLab, for development activities and source control.
• 48 Months Experience developing applications that follow Web Content Accessibility Guidelines 2.0.
• 36 Months Experience designing & implementing applications which contain Health Care data that fall under HIPAA Protected Health Information (PHI).
