Qualifications

  • Bachelor's degree in Planning, Environmental Science, or related field required.
  • 5+ years of NEPA Analyst experience on transportation infrastructure projects.

  • Strong knowledge of NEPA and environmental regulations (Section 4(f), 106, 404).

As a NEPA Analyst based in Louisiana, you'll support federal, state, and local environmental projects in our Southeast Environmental Planning & Permitting (EPP) sector, including support on the Lafayette Regional Expressway project with the Lafayette Metropolitan Expressway Commission. You’ll have the opportunity to assist in the preparation of complex EISs, EAs, and other federal and state-level environmental compliance documents in the project planning stages. You’ll work as a part of a team of scientists, planners, engineers, and communications specialists to prepare technical studies and conduct public involvement and agency coordination in support of the National Environmental Policy Act (NEPA) and in accordance with all state-level environmental documentation requirements. You’ll have the opportunity to work with teams along the East Coast and throughout the nation, providing support for planning, engineering, and construction services to federal, civilian, and other government and commercial clients. The ideal candidate would be strongly familiar with Louisiana Department of Transportation and Development (LaDOTD) environmental reporting procedures and state/federal environmental permitting requirements and have experience leading environmental project teams on design-build projects.

What you'll do
  • Serve as an environmental project lead and/or NEPA discipline lead for federal, state, and local infrastructure projects requiring environmental support.
  • Prepare NEPA documents, including Categorical Exclusions (CEs), Environmental Assessments (EAs), and Environmental Impact Statements (EISs) for both Design-Bid-Build and Design-Build projects.
  • Coordinate with engineers on the development of avoidance alternatives and minimization measures for environmental and community resources impacted by infrastructure projects.
  • Lead or support public engagement and stakeholder coordination activities.
  • Assist in the development and review of environmental scopes-of-work, deliverable schedules, fee estimates, and written proposals.
  • Manage multiple, simultaneous projects of various complexity, as needed.
Here’s what you’ll need
  • Bachelor's degree in Planning, Environmental Science, or a related field.
  • 5+ years of experience as a NEPA Analyst supporting transportation infrastructure projects.
  • Experience successfully navigating the NEPA process and relevant state environmental procedures for LaDOTD projects.
  • Strong working knowledge of NEPA and applicable environmental regulations, including Section 4(f), Section 106 of the National Historic Preservation Act, Section 404 of the Clean Water Act, and other relevant environmental requirements.
  • Experience managing project scopes, schedules, and budgets.
  • Experience leading environmental project teams and coordinating environmental efforts with project designers.
  • Exceptional writing and verbal communication skills.
Ideally, you'll also have
  • Master's degree in Planning, Environmental Science, or a related field.
  • Strong familiarity with regional Southeast DOT environmental procedures.
  • Strong relationships with LaDOTD and regulatory agencies, including the Federal Highway Administration, United States Army Corps of Engineers, Louisiana Department of Environmental Quality, and Louisiana Office of Cultural Development, are preferred.

The base salary range for this position is $80,900.00 to $126,425.00. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
