Colonna’s Shipyard, Inc. is seeking an experienced NDT/NDE Program Manager to lead the NDT program across ship repair and industrial fabrication for government and commercial customers. You will supervise training, audits, documentation, and compliance with NAVSEA and ASNT standards.

The role requires strong leadership, deep NDT knowledge, and the ability to coordinate with internal teams and customers to ensure safety and quality in all NDT activities at the Norfolk facility.

Purpose:

Colonna’s Shipyard is seeking an experienced NDT/NDE Program Manager to join our team and assist in the NDT program for both the ship repair and the industrial fabrication operations for multiple government and commercial customers. The successful candidate will be responsible for administration and management of the Company’s NDT operations by ensuring personnel are adequately trained and qualified, qualification maintenance is performed, and NDT procedures are compliant with customer requirements. This is a working-manager role that is critical to ensuring the high standards of quality and safety that Colonna’s Shipyard is known for and requires the candidate to stay current with the latest NDT technologies, industry’s best practices, as well as customer contractual and regulatory compliance.

Job Description:

• Maintains and oversees Colonna’s NDT Program ensuring it meets requirements of ASNT-TC-1A, NAVSEA Tech Pub 271, and third-party customer requirements.
• Creates, revise, requests, or reviews Colonna’s or contracted NDT company’s NDT procedures and certifications for adequacy and meeting contract requirements.
• Develops, administers, maintains and/or performs NDT testing, training, inspection, surveillances, NDT inspectors’ records, and eye examinations as authorized or required (NavNDT).
• Ensures NDT equipment is available, maintained, safeguarded, and meets job requirements.
• Performs or manages internal or third-party NDT audits throughout the Company.
• Works with a Team of professionals for interpretation of NDT requirements and/or acceptability of nondestructive test results, and assists in the interpretation and evaluation of welding requirements (specs, codes, standards, procedures, etc.) to assist in various business needs (such as bid reviews) and supports production/operations teams with technical guidance.
• Ensures required NDT personnel training is conducted and documented as required.
• Performs inspections, as required.
• Assist in the performance of and/or management of various internal and external NDT audits and in-process surveillances, conducts inspections, attends checkpoints, and writes/documents required reports and OQE.
• Creates, reviews, revises, qualifies NDT and PCP procedures (or solicits third party companies for the same) and tracks/maintains adequate retention/documentation.
• Reviews technical specifications and contract requirements during Bid and Work Package review to provide guidance for NDT technical requirements, PCP development, test and inspection plans, and qualification needs.
• Works in tandem with other Quality Department members to manage relevant procedures in the Quality Management System.
• May act as a Company representative/liaison with internal teams, customers, vendors, regulators, etc. on matters related to their area of responsibility.
• Tracks, reports, and presents to stakeholders on the NDT program’s key metrics, performance indicators, trends, audit/surveillance results, corrective actions, etc.
• May serve as a primary liaison between Colonna’s Shipyard and the customer, to include government representatives, to answer and investigate discrepancies, concerns, or issues and ensure execution of corrective actions and compliance with customer specifications relative to the NDT program.
• Assist in collaborating with executive leadership, management, and employees at all levels across the enterprise to build/maintain a strong NDT program and sound working relationships.
• Position may also perform other relevant duties as identified and directed by senior management.

Qualifications:

• Five (5) years of collective experience in progressive roles supporting NDT Program or other related positions in ship repair and/or industrial fabrication settings. Experience must include prior inspection of structural steel fabrications.
• Must be knowledgeable with customer codes and requirements. Examples may include but are not limited to NAVSEA Standard Items, ASNT TC-1A, NAVSEA Tech-Pub 271, ABS Classification Rules, AWS, and ASME codes.
• Must have hands on experience in inspection of structural and steel fabrication covering NAVSEA Tech Pub 1689/1688/PPD requirements.
• Must have knowledge about welding processes. Examples include but are not limited to SMAW, GTAW, GMAW, and SAW.
• Must have NDT VT, MT, PT, and UT qualification or ability to obtain quickly.
• Must have a minimum 5 years of experience in some of the following: Ship Repair, Shipyard, Dry Dock, Ship New Construction.
• Must have the ability to recertify in NDT methods for VT, MT, PT, and UTT in 30 days in at least one area and all methods in one (1) year.
• Exceptional interpersonal, negotiation, collaboration, leadership, and communication skills (both written and verbal) to yield influence and build successful relationships and must be computer literate with effective report writing skills.
• Strong administrator with well-developed organizational, time management, prioritization, multitasking capabilities with proficient computer skills (Microsoft Office products, analytical tools, database management, etc.).
• Ability to communicate with others to exchange information.
• Must have the ability to maintain a professional demeanor.
• Must adhere to all safety requirements.
• Must have regular and reliable attendance.
• Must be able to obtain/maintain access credentials to worksites, including government installations, military bases, and customer sites.

Desired Qualifications:

• Bachelor’s Degree (such as Welding Engineering or related field).
• Desire to obtain or currently certified as an NDT Level III in multiple disciplines.
• Desire to obtain or currently certified as an AWS Certified Weld Inspector (CWI) Qualification.
• Any additional certification is a plus.
• Two (2) years of experience performing and/or overseeing NDT inspections/program.
• Previous managerial/leadership roles, to include oversight of personnel, preferred.

Travel Requirements:

• Occasional Travel; 10% or less.

Security Requirements:

• Must be able to access Government facilities and be DBIDS eligible.

Physical Requirements:

• Sit, Stand, Walk, Bend, Squat, Climb, Reach, Push and Pull, Stoop, Crawl, Kneel, Balance, Lift and Carry various objects and equipment.
• General shipyard/industrial environment. Work is has physical demands that require frequent movement up to 65% of the time.
• Lighting and temperature are adequate, and there is minimal exposure to hazardous or unpleasant conditions caused by noise, dust, etc. Hear, talk, and smell.
• Specific vision abilities required by this job include close vision, peripheral vision, and the ability to adjust focus.
• Work is generally performed within an office environment, with standard office equipment available, but also requires safe navigation and regular partnership with operations teams within shipyard/industrial environments.
• A considerable amount of time is spent operating a personal computer.
• Must be able to climb up and down stairs and spend time moving throughout the facility and onboard marine vessels.

Pay Range: $90,000 - $120,000

Determination of base salary considers various factors, including but not limited to scope of responsibility, candidate’s relative and specific experience, education level, key skills, as well as other business considerations.
